RELATING TO TRANSPORTATION.

Clarifies that owners of chassis used for transporting shipping containers are exempt from the requirement to keep a certificate of registration within the chassis. Authorizes these businesses to keep the original certificate of registration, motor vehicle identification card, certificate of insurance, and certificate of inspection at their principal place of business within the State and specifies that it is not a requirement to keep the original or copy of these documents on the chassis. RELATING TO ADOLESCENT MENTAL HEALTH SERVICES.

Permits certain minors to consent to treatment or counseling by a mental health professional. Requires, as part of the standard of care, the minor patient to be informed about confidentiality. Restricts disclosure of a minor's payment information for mental health treatment in certain circumstances. (SB768 HD2)

RELATING TO PHARMACY BENEFIT MANAGERS.

Provides that a pharmacy benefit manager may not prohibit the sharing of an insured individual's cost share for a prescription drug and clinical efficacy of a more affordable alternative drug and prevents penalization of a pharmacy or pharmacist for sharing such information. (SB1401 HD1)

RELATING TO LAY NETS.

Prohibits the abandonment of lay nets used for fishing. Authorizes DLNR to issue permits for the use and possession of lay nets. Requires DLNR to establish a comprehensive, statewide lay net education and enforcement program. (SB1371 HD1)

RELATING TO ELECTRIC VEHICLES.

Prohibits the issuance of building permits pursuant to an application initiated on or after January 1, 2020, for all new residential multi-family buildings that have ten or more parking stalls and new commercial buildings that have twenty or more parking stalls unless a certain percentage of the parking stalls are electric vehicle charger ready, subject to superseding county ordinances.
