Adds a definition of "substance abuse" and amends the definitions of "drug" and "substance" for purposes of operating a vehicle under the influence of an intoxicant violations.
Requires state and county employees to rent electric vehicles when on official government business and requires the State procurement office to execute future contracts consistent with specified terms.
Requires that all motor vehicles be subject to a vehicle disposal fee at the time of purchase. Appropriates funds to the counties to assist in the disposition of abandoned vehicles.
Makes the state earned income tax credit refundable and permanent. Increases and amends the refundable food/excise tax credit by basing the amount of the credit on a taxpayer's Hawaii earned income, rather than federal adjusted gross income. Increases minimum wage rate to $11.00 per hour beginning on 1/1/2021, $12.00 per hour beginning on 1/1/2022, $12.50 per hour beginning on 1/1/2023, and $13.00 per hour beginning on 1/1/2024.
Raises the conveyance tax rates for residential investment properties with a value of at least $2,000,000. Exempts affordable housing qualified by the Hawaii Housing Finance and Development Corporation from the conveyance tax.
Eliminates a redundancy regarding the reopening of the statute of limitations for income tax purposes if a federal contract is renegotiated.
Amends the formula for the amount of transient accommodations tax to be collected from time shares by increasing the base on which time share occupancy is taxed from 1/2 of the gross daily maintenance fees paid by the owner and attributable to the time share unit to an amount equal to all of those fees. Effective 1/1/2021.
Establishes general excise tax exemptions for food, medical services, and feminine hygiene products.
Appropriates funds to Hawaii Technology Development Corporation for the Manufacturing Assistance Program.
Establishes the broadband service infrastructure grant program to award grants to applicants to extend deployment of facilities used to provide broadband service to unserved and underserved areas of the State.
