Prohibits the abandonment of lay nets used for fishing. Authorizes DLNR to issue permits for the use and possession of lay nets. Requires DLNR to establish a comprehensive, statewide lay net education and enforcement program.

Requires a county to approve, approve with modification, or disapprove an application for a discretionary permit necessary for a housing development project that uses moneys from the rental housing revolving fund. Provides for automatic permit approval if a county does not make a timely decision on an application. Sunsets on 6/30/2027. (SD1)
Converts the University of Hawaii Community College Promise Program from a scholarship to a loan program. Makes these loans forgivable if the recipient works in Hawaii for five years after graduation from college. Authorizes the Board of Regents to establish rules regarding the program.
Provides that family courts may withhold from public inspection any record of a denied temporary restraining order or denied protective order; provided that these records shall remain accessible to law enforcement without a court order.
Amends provisions relating to the distribution of government publications to require deposit of electronic or digital copies, unless printed copies are requested.
Authorizes the department of land and natural resources management to co-enforce, with the United States Coast Guard, rules, standards, and requirements related to ballast-water, vessel biofouling, vessel hull in-water cleaning, and any other incidental discharges that may pose a risk for the introduction and spread of non-native aquatic organisms. Appropriates funds for staffing and operating expenditures for aquatic biosecurity.
Lowers the age of crimes against seniors to sixty years of age, and makes certain criminal offenses against seniors applicable regardless of the perpetrator's knowledge of the victim's age.
Prohibits courts from requiring a monetary bail as a condition for release when a person is charged with a petty misdemeanor, a traffic violation, or an equivalent offense under county ordinance, except under certain circumstances.
Creates a domestic violence offender registry that is maintained by the Attorney General and accessible by the public. Requires covered offenders to register and annually renew their registration for 15 years, or for life if convicted of a class A felony domestic violence offense. Establishes a class C felony offense for failing to register or for providing false information during the registration process. Requires county police chiefs to maintain a local registry of covered offenders and forward this information to the Attorney General.
Amends the constitution to require the State to plan to provide enough housing to meet demand in its management of population growth.
