Requires by 2030 that solar power panels are installed on state buildings and that the majority of power used by state facilities comes from renewable energy sources.

Provides an income tax credit to a taxpayer who purchases or modifies a personal vehicle for use by a person with a disability. Applies to taxable years beginning after December 31, 2018.
Proposes a constitutional amendment to limit the terms of members of the legislature to a maximum of twelve consecutive years in the house of representatives or twelve consecutive years in the senate, for members who are elected at the general election of 2020 and thereafter.
Requires and appropriates funds for the department of business, economic development, and tourism, in collaboration with the University of Hawaii West Oahu, to develop a master plan to build a studio complex on the campus of the University of Hawaii West Oahu to be used for film production and classes for the academy of creative media.

Bans knowingly selling in the State sunscreen products containing oxybenzone or octinoxate, except for medically-licensed prescriptions. Takes effect on 1/1/2019.
Requires the department of health to examine into all feral bird and pigeon nuisance complaints and requires the department to order the owner to abate, destroy, remove, or prevent the nuisance and clean the filth resulting from a feral bird or pigeon nuisance. Defines "feral bird or pigeon nuisance".
Increases the wages that employers must pay employees to $11.00 per hour beginning 01/01/19, $12.00 per hour beginning 01/01/20, $13.00 per hour beginning 01/01/21, $14.00 per hour beginning 01/01/22, and $15.00 per hour beginning 01/01/2023. Requires the department of business, economic development, and tourism to conduct an assessment on the living wage in Hawaii and submit a report to legislature on its findings by 01/01/2020.
