Amends the distribution of the transient accommodations tax by changing the amount distributed to the counties from a fixed sum to a percentage of the revenues collected. Ties the amount of revenue distributed to the tourism special fund to the Honolulu region consumer price index or a successor index.
Makes permanent the requirement that certain motion picture theater owners and operators provide open movie captioning during at least two showings per week, including at least one showing on a Saturday or Sunday. Repeals the requirement that certain motion picture theater owners and operators provide the option of personal closed captioning screenings by means of lightweight eyewear. (SB331 HD1)
Bans the sale of beverage containers connected to each other with plastic connecting devices. Establishes fines. Establishes the plastic reduction special fund. Takes effect 1/1/2021. (SD1)
Replaces the environmental response, energy, and food security tax with a carbon emissions tax. Repeals state fuel taxes under the fuel tax law. Requires the Department of Business, Economic Development, and Tourism to submit an annual report to the Legislature. Takes effect 7/1/2050; provided that repeal of the fuel tax credit for commercial fishers takes effect on 1/1/2051 and shall apply to taxable years beginning after 12/31/2019. (SD2)
Requires, on or before 9/1/2019, that the department of health adopt rules for underground storage tanks and tank systems to conform with certain federal regulations and that include additional requirements for field-constructed underground storage tanks and tank systems.
Requires suppliers of public water with one thousand or more service connections to fluoridate public water systems. Requires the department of health to reimburse suppliers of public water for initial capital expenses incurred for fluoridating public water systems, provide suppliers of public water with technical assistance and training, and, with the cooperation of the suppliers of public water, submit a report to the legislature regarding the implementation of fluoridating the public water systems.
Requires pharmacy benefit managers to notify contracting pharmacies of changes to maximum allowable costs for any drug, identified by its National Drug Code, fifteen days prior to the change. Requires pharmacy benefit managers to disclose where an equivalent drug can be obtained at or below the maximum allowable cost, when a maximum allowable cost appeal is upheld on appeal. Requires pharmacy benefit managers to: allow contracting pharmacies to reverse and rebill claims if the pharmacy benefit manager establishes a maximum allowable cost that is denied on appeal; and pay the difference to the contracting pharmacies. Permits contracting pharmacies to decline to dispense a drug if the reimbursement is less than the acquisition cost. Permits the insurance commissioner to revoke a pharmacy benefit manager's registration if the manager does not comply with state law. Requires the Department of Health to annually report to the legislature and any other state agency on appeals and disposition.
Prohibits a person from intentionally or knowingly manufacturing, importing, installing, reinstalling, distributing, selling, or offering for sale any counterfeit supplemental restraint system component, nonfunctional airbag, or airbag that does not meet federal safety requirements. Prohibits a person from intentionally or knowingly selling, offering for sale, installing, or reinstalling in a motor vehicle any device that causes the motor vehicle's diagnostic systems to fail to warn that the motor vehicle is equipped with a counterfeit supplemental restraint system component or nonfunctional airbag or that no airbag is installed, as applicable.
Prohibits the manufacture and sale of animal fur products except in certain circumstances.
Appropriates funds to establish one full-time equivalent position in the executive office on aging to coordinate the provision of public and private Alzheimer's disease and related dementia services and update the state plan on Alzheimer's disease and related dementias. (SD1)
