Amends the state supplemental payment ceiling for domiciliary care paid to recipients who are eligible for federal supplementary security income or public assistance, or both. Amends the monthly needs allowance for individuals residing in foster homes, care homes, domiciliary homes, and other long-term care facilities.
Allows a person to be eligible for a license as a professional engineer if the person has completed four years of full-time or equivalent part-time professional level government employment performing lawful experience in review of engineered plans and calculations under the direct supervision of an applicably licensed engineer.
Provides standards for the selection of county Ethics Commission members to ensure their impartiality and independence. Effective 7/1/2024.
Requires the Department of Health to conduct a study on possible means by which the State can reduce the number of single-family dwellings that contain asbestos. Requires a report to the Legislature. Appropriates funds.
Establishes a process, beginning on January 1, 2024, for automatically preregistering or registering University of Hawaii System students who are at least sixteen years old to vote. Effective 1/1/2024.
Lengthens the time period in which certain vehicles must have a safety inspection.
Beginning with the 2024-2025 school year, requires the Department of Education to include the teaching of financial literacy in the personal transition plan requirement for each student.
Appropriates funds to the Department of Education to design and construct photovoltaic panel coverings over playgrounds at all Department of Education schools.
Requires the Office of the Lieutenant Governor to establish a ballot-tracking system that allows all voters to receive alerts regarding the mailing, receipt, and counting of their ballots returned by mail. Requires the counties to immediately notify the Office of the Lieutenant Governor upon mailing and receipt of absentee ballots by mail. Appropriates funds to the counties.
Prohibits golf carts from operating at a speed greater than twenty-five miles per hour. Prohibits neighborhood electric vehicles and golf carts from being driven on highways with a posted speed limit greater than twenty-five miles, except for crossing an intersection at a highway with a posted speed limit greater than twenty-five miles. Restricts operation of neighborhood electric vehicles or golf carts to daylight hours unless the vehicle is equipped with headlights. Authorizes county police departments to confiscate neighborhood electric vehicles or golf carts at the time of violation.
