Establishes a statewide program modeled after the Hawaii's Opportunity Probation with Enforcement (HOPE) program that was implemented in the City and County of Honolulu from 2004 through 2019. Requires the Judiciary to administer the program.
Appropriates funds to the department of land and natural resources' state historic preservation division for a library digitization process and for the division's operations.
Requires the department of transportation to perform routine inspections of highways in the state highway system that are at risk of rockslides every five years and after major rainfall events.
Expands from forty-five days to sixty days, the time within which: any agency that reviews and comments upon an application for a business or development-related permit, license, or approval for a Hawaii Housing Finance and Development Corporation housing project shall respond; a county shall approve, approve with modification, or disapprove housing projects developed by the Hawaii Housing Finance and Development Corporation; and the Land Use Commission shall approve, approve with modification, or disapprove a boundary change for a Hawaii Housing Finance and Development Corporation housing project. Clarifies that the provisions that require agencies, counties, and the Land Use Commission to act within sixty days, or deem their failure to do so as their acceptance or approval of the application, project, or petition, do not apply to applications, projects, and petitions that have been withdrawn.
Requires that cesspools within five hundred feet of certain bodies of water be upgraded, converted, or connected if sold or transferred on or after 1/1/2026.
Establishes the Oahu community correctional center site redevelopment working group to bring together state and county agencies, private entities, and the broader Kalihi community to examine how to best utilize the Oahu community correctional center site and the surrounding area after the correctional center is relocated to a new location and identify, work through, and recommend solutions to issues relating to the redevelopment.
Authorizes a county that has adopted a surcharge to state tax to extend the surcharge to 12/31/2053. Extends the end date of the one percent Transient Accommodation Tax increase to 12/31/2053. Requires the State Auditor to conduct an audit and annual review of the Honolulu Authority for Rapid Transportation until 12/31/2053. Requires the Comptroller to certify the Honolulu Authority for Rapid Transportation's invoices for capital costs until 12/31/2053.
Establishes a junior police pilot program at Farrington High School in coordination with the Honolulu Police Department. Appropriates funds.
Requires all state, county, and private bus operators to upgrade to zero emission buses by 2045.
Establishes the Digital Equity Grant Program to award grants to applicants to deploy digital equity projects to covered populations in the State. Appropriates funds.
