RELATING TO HIGHWAY SAFETY.

Establishes the Automated Speed Enforcement Systems Program. Authorizes the state or counties to administer the Automated Speed Enforcement Systems Program. Requires fines collected beginning 1/1/2024 for violations on a county highway to be expended for the operation of the Automated Speed Enforcement Systems Program. Creates a new offense of noncompliance with the posted speed limit under the Automated Speed Enforcement System. Appropriates funds.

RELATING TO CLIMATE CHANGE.

Requires all state, county, and private bus operators to upgrade to zero emission buses by 2045.

RELATING TO VACANT AND ABANDONED RESIDENTIAL PROPERTY.

Requires the counties to establish expedited procedures to approve demolition permits for vacant residential properties. Allows the Department of Taxation to satisfy certain tax liens through the nonjudicial foreclosure of vacant and abandoned residential properties at any time after establishing vacancy and abandonment. Appropriates moneys. Effective 6/30/3000. (HD1)

RELATING TO THE OAHU COMMUNITY CORRECTIONAL CENTER SITE.

Establishes the Oahu community correctional center site redevelopment working group to bring together state and county agencies, private entities, and the broader Kalihi community to examine how to best utilize the Oahu community correctional center site and the surrounding area after the correctional center is relocated to a new location and identify, work through, and recommend solutions to issues relating to the redevelopment.

RELATING TO EMERGENCY POWERS.

Requires the Governor to ensure continued operation of medical facilities upon declaration of a state of emergency or local state of emergency and during times of health or pandemic emergencies. Allows hospitals to suspend elective surgeries during the period of emergency to address the facility's bed capacity. Effective 6/30/3000. (HD1)

RELATING TO GOLF CARTS.

Prohibits golf carts from operating at a speed greater than twenty-five miles per hour. Prohibits neighborhood electric vehicles and golf carts from being driven on highways with a posted speed limit greater than twenty-five miles, except for crossing an intersection at a highway with a posted speed limit greater than twenty-five miles. Restricts operation of neighborhood electric vehicles or golf carts to daylight hours unless the vehicle is equipped with headlights. Authorizes county police departments to confiscate neighborhood electric vehicles or golf carts at the time of violation.
