Effective January 1, 2025, requires all state- or county-owned parking lots in the State that contain public paid parking spaces to accept payment of parking fees by credit card and debit card. Requires all state- or county-owned parking meters in the State that collect parking fees for any public paid parking space to be maintained in working order to accept payment by credit card and debit card. Requires the department of accounting and general services and the counties to submit reports to the legislature. Defines motor vehicle, parking meter, and public parking space. Effective 7/1/2050. Establishes penalties for the failure to comply with a County Director of Finance's request that a vehicle number plate or special number plate be returned. Effective 3/22/2075. (SD1)
Establishes a junior police pilot program at Farrington High School in coordination with the Honolulu Police Department. Appropriates funds.
Authorizes a county that has adopted a surcharge to state tax to extend the surcharge to 12/31/2053. Extends the end date of the one percent Transient Accommodation Tax increase to 12/31/2053. Requires the State Auditor to conduct an audit and annual review of the Honolulu Authority for Rapid Transportation until 12/31/2053. Requires the Comptroller to certify the Honolulu Authority for Rapid Transportation's invoices for capital costs until 12/31/2053.
Requires water carriers to keep records of persons who retrieve fireworks from a terminal facility. Requires water carriers to provide an annual compilation of persons who retrieve fireworks from a terminal facility to the appropriate county police department. Establishes penalties for violations.
Repeals existing law that preempted local ordinances or regulations that regulate the sale of cigarettes, tobacco products, and electronic smoking devices and nullified and voided any conflicting local laws and regulations. Allows counties to adopt ordinances that regulate the sale of cigarettes, tobacco products, and electronic smoking devices that do not conflict with and are more stringent than the state law that govern smoking. Exempts members of a county council from the limitation on the number of members that may attend an informational meeting or presentation on matters relating to official county council business for purposes of permitted interactions. Clarifies that such meetings shall be meetings that are open to the public.
Requires a person to report the person's lost, stolen, or destroyed firearms to the appropriate county police department. Establishes penalties for failure to report and false reporting.
Establishes registration and driver's licensing requirements for operation of electric rickshaws. Defines electric rickshaw. Effective 6/30/3000. (HD1)
