Requires each public or private school to have staff trained in the administration of epinephrine. Requires signs to be displayed in school buildings stating the symptoms of anaphylaxis and the proper method for administering epinephrine. Appropriates funds.

Establishes the procedures for a housing savings account system for all employees in the State.
Allows the works of art special fund to be used to recognize and support local artists, including student artists and arts education programs in K-12 schools; and as administrative support for programs that support works of art and artists, including when state funds are required to obtain federal funding.
Requires the department of agriculture, in consultation with the department of health, to develop and implement a one-time pesticide disposal collection program, for a duration to be determined by the department. Requires the department of agriculture to convene a steering committee to guide and monitor the pesticide disposal collection program. Increases the civil and criminal penalties for violating the Hawaii pesticides law. Appropriates moneys. (SD1)
Increases the fireworks display permit fee from $110 to $150 and the fine for certain fireworks violations from $2,000 per violation to $5,000 per violation. Clarifies that each aerial device, display firework, or article pyrotechnic having a total weight of 25 pounds or less that is illegally imported, transferred, or sold constitutes a separate violation. Increases the penalty for removing or extracting the pyrotechnic contents.
Creates a statutory right of victims and witnesses of sexual offenses under part V of chapter 707, Hawaii Revised Statutes, to a speedy trial in criminal cases involving adult defendants. Requires the court and the prosecution to take appropriate action to ensure a prompt trial in order to minimize the length of time a child abuse victim or minor witness must endure the stress of the proceedings. Establishes clean ground transportation goals for state agencies on a staggered basis until achieving a 100 per cent light-duty motor vehicle clean fleet by 12/31/2035, and all light-duty motor vehicles in the State by 12/31/2045. Requires the procurement policy for all agencies purchasing or leasing medium- and heavy-duty motor vehicles to seek vehicles that reduce dependence on petroleum-based fuels that meet the needs of the agency, where feasible and cost-effective. Requires state and county agencies to purchase building materials that reduce the carbon footprint of the project for use on the construction of new roads, where feasible and costeffective.
Requires the director of the department of budget and finance to conduct program and budget performance reviews of all state agencies biennially. Requires the director of finance to submit a report of the findings to the legislature at the start of each legislative biennial.
Specifies that the scope of practice for licensed physical therapists to include the practice of dry needling. Requires the board of physical therapists to certify qualified licensed physical therapists to perform dry needling after 1/1/2022, and designate requirements to perform dry needling. Allows the board of physical therapists to revoke or suspend a physical therapist's license for performing dry needling incorrectly, without proper training or certification, or in a manner that would likely harm a patient.
Increases the minimum and potential maximum fine for violating certain provisions relating to the installation of a noisy muffler. Takes effect 7/1/2050. (SD1)
