PROPOSING AN AMENDMENT TO ARTICLE V, SECTION 2, OF THE HAWAII STATE CONSTITUTION TO REQUIRE THE GUBERNATORIAL NOMINEE OF EACH POLITICAL PARTY TO SELECT THE PARTY'S LIEUTENANT GOVERNOR NOMINEE.

Proposes an amendment to article V, section 2, of the Hawaii State Constitution to require that each gubernatorial nominee appoint a person from the same political party as a running mate for lieutenant governor in the general election.

RELATING TO SEARCH AND RESCUE.

Requires government entities to seek reimbursement for all or a portion of search and rescue expenses for persons who require rescue after leaving a hiking trail to enter a prohibited area or hiking on a trail closed to the public. Effective 5/6/2137. (SD2)

RELATING TO CHILDREN.

Allows a minor who has reached the age of sixteen to petition the family court for emancipation. Requires the court to take certain actions regarding investigation of the petition, appointment of legal counsel and a guardian ad litem for the petitioning minor, and the findings necessary to grant the petition. Specifies the rights gained by the minor upon emancipation. Requires the court to require the minor's parents or legal guardians to pay for any services ordered by the court. Effective 7/1/2060. RELATING TO ADVANCED PRACTICE REGISTERED NURSES.

Amends provisions concerning fitness to proceed examinations in criminal proceedings to specify circumstances in which qualified advanced practice registered nurses or advanced practice registered nurses with prescriptive authority who hold an accredited national certification in an advanced practice registered nurse psychiatric specialization may participate. Takes effect 7/1/2050. (SD2)

RELATING TO HOUSING.

Temporarily stays nonjudicial foreclosures of owner-occupied units serving as the unit owner's primary residence by condominium associations until 6/30/22. Makes an exemption to allow associations to use nonjudicial foreclosure procedures to recover possession of rental units or abandoned units. (SD1)

RELATING TO HOMELESSNESS.

Requires the governor's coordinator on homelessness, in conjunction with the Hawaii interagency council on homelessness, to develop plans for the city and county of Honolulu and the counties of Hawaii, Kauai, and Maui to coordinate the services and shelter facilities of public agencies and nonprofit organizations to meet the concerns of communities impacted by homelessness and the needs of the homeless population within each county. Requires the county plans to contain specific strategies to address unmet needs in each county. Requires annual reports to the legislature on the status of the county plans. Effective 7/1/2060. RELATING TO EMPLOYMENT.

Directs the Department of Human Resources Development to convene a working group of stakeholders to update and create policies and procedures relating to telework and alternative work schedules to address the caregiving responsibilities and other needs of state employees and submit a report on its proposed telework and alternative work schedule policies and procedures, including any recommendations on proposed legislation or specific budget requests, to the Legislature no later than 20 days prior to the convening of the Regular Session of 2022. Requires departments to adopt Department of Human Resources Development policies that permit state employees to telework while caregiving during the COVID-19 pandemic. Effective 7/1/2050. (SD2)
