Requires any report of a study or an audit enacted with a legislative appropriation or adopted by concurrent resolution and conducted by an executive department or agency, to be submitted to the Senate President, Speaker of the House of Representatives, chairs of the appropriate subject matter committee of each house, and the Legislative Reference Bureau library. Requires a public hearing or informational briefing within one year of receipt of the report, except under certain circumstances. Exempts financial and other regularly occurring audits. Requires state departments and agencies to submit a report to the Legislature on certain information regarding funded state programs enacted into law within a year of passage.

Requires temporary disability insurance to provide extended coverage to an employee who has a preterm birth requiring the newborn baby to stay in a neonatal intensive care unit or birth requiring the newborn baby to stay in a neonatal intensive care unit for more than eight weeks, provided the employee provides kangaroo care to or expresses breast milk for the newborn. Requires family leave to be extended for an employee who has a preterm birth requiring the newborn baby to stay in a neonatal intensive care unit or birth requiring the newborn baby to stay in a neonatal intensive care unit for more than eight weeks, provided the employee provides kangaroo care to or expresses breast milk for the newborn. Requires the Department of Health to amend the Hawaii Administrative Rules to include neonatal care as related condition where the phrase "pregnancy, childbirth, or other related condition" is used.
Endorses the Global Commitment outlined by the Ellen MacArthur Foundation and United Nations Environment Programme and directs the Office of Planning and Sustainable Development to set targets and implement policies to achieve the goals of the Global Commitment.

Appropriates funds to restore an environmental health specialist IV position to the solid and hazardous waste branch of the department of health.
Reduces the size of the Taxation Board of Review from ten members to three, with at least two members required for quorum. Establishes that the members shall be full-time employees, with compensation based on a percentage of the salary of the director of taxation. Authorizes the members of the Taxation Board of Review to validate the board's actions with a concurrence of the majority of members who heard the appeal. Clarifies that board meetings are contested case hearings and provides notice requirements. Clarifies the legal and evidentiary framework the board shall use in reaching its decisions. Appropriates moneys to the Department of Taxation to establish three full-time equivalent Taxation Board of Review members and two full-time equivalent staff positions.
