Prohibits the sale or installation of natural gas-burning appliances such as water heaters, refrigerators, stoves, ranges, dishwashers, clothes dryers, air conditioners, decorative fireplaces, and other similar devices in new construction within the State.

Requires the Department of Land and Natural Resources to transfer non-agricultural lands to the Department of Agriculture. Requires the Department of Agriculture to accept the transfer of non-agricultural park lands in agricultural use, including pasture use or lands suitable for agricultural use. Provides deadlines for land transfers. Requires the Department of Agriculture to inquire about any easements needed by the Department of Land and Natural Resources prior to offering a lease.
Requires the Department of Transportation to establish and implement a one-year airline subsidy pilot program at Molokai airport and Lanai airport to assist airlines in offsetting the costs of operation. Makes an appropriation.

Requires the department of agriculture to partner with a Hawaii entity to establish a pilot USDA Harmonized GAP food safety training and certification program to help small- and medium-sized farms obtain the United States Department of Agriculture's Harmonized Good Agricultural Practices certification. Appropriates funds.
Prohibits the use of certain dangerous pesticides on state lands, except as needed to respond to emergencies.
Requires the Department of Education to develop and implement a statewide civil rights curricula plan for all public schools to teach students about the civil rights movement.
Establishes the Women's Corrections Implementation Commission in the Judiciary to ensure implementation of the recommendations from the final report from the House Concurrent Resolution No. 85 (2016) task force, to develop and implement an evidence-based, gender-responsive plan to divert non-violent women offenders, especially those with minor children, from the criminal justice system. Requires that the task force also consider model programs including residential, in-person and community-based rehabilitation programs, supportive and subsidized housing, restorative justice, and educational programs.
