Expands the Hawaii health corps program and Hawaii rural health care provider loan repayment program to include incentives for psychologists and social workers. Makes the department of health responsible for administering the Hawaii rural health care provider loan repayment program. Appropriates funds.

Appropriates moneys for the establishment of a permanent full-time equivalent land and access specialist position and a permanent full-time equivalent abstractor position within the Na Ala Hele program for the protection and expansion of public trail access statewide. Takes effect 7/1/2050. (SD1)
Prohibits the sale and distribution of sunscreen products containing ingredients not generally recognized as safe and effective as defined by the Food and Drug Administration.
Prohibits purposeful harassment with the intent to prevent the taking of fish from persons who are fishing in state waters.
Extends the timeframe given to the county councils to approve, approve with modification, or disapprove an affordable housing project submitted for review pursuant to section 201H38(a), Hawaii Revised Statutes, from forty-five days to sixty days.

Creates the Department of Housing. Places the Hawaii Community Development Authority, Hawaii Housing Finance and Development Corporation, Office of Planning and Sustainable Development, and Hawaii Public Housing Authority under the Department of Housing for administrative purposes.
Establishes an inter-division program between the State Historic Preservation Division, Land Division, county burial councils, Office of Conservation and Coastal Lands, and the Office of Hawaiian Affairs that addresses the location, movement, and restoration of Hawaiian burial sites, or ‘iwi, exposed or likely to be exposed to coastal erosion. Transfers the enforcement of the "Made in Hawaii" trademark from the Department of Agriculture to the Department of Commerce and Consumer Affairs. Renames the "Hawaii Made" program to the "Made in Hawaii" program. Makes an appropriation.
