Appropriates funds to the County of Hawaii for the plans, design, and construction of a Hawaiian Ocean View Estates police substation. Requires the County of Hawaii to match funds appropriated on a dollar-to-dollar basis.

Allows the Department of Hawaiian Home Lands to retain independent counsel as needed whose legal fees are to be paid for by the State.
Decriminalizes the act of engaging in, or agreeing or offering to engage in, sexual conduct with another person in return for a fee or anything of value. Authorizes civil claims to be made against a business, owner or operator of a transient accommodation, or other commercial entity that profits from sexual exploitation. Converts the human trafficking victim services fund to a human trafficking reparations fund.
Allows the Director of Finance to authorize any state agency to enter into virtual currency payment agreements with persons or virtual currency issuers to provide the acceptance of convertible virtual currency as a means of payment. Allows any state agency that enters into a virtual currency payment agreement with a person or virtual currency issuer as authorized by the Director of Finance to accept convertible virtual currency.
Prohibits any encumbrance on the right to own, possess, and use any medium of exchange.
Extends the low-income housing tax credit program for six years to 12/31/2027.
Enhances farmer equity by ensuring inclusion of socially disadvantaged farmers and ranchers in the development, implementation, and enforcement of food and agriculture laws, rule, policies, and programs. Requires an annual report to the legislature.
Requires that in the event of a vacancy of the Executive Director of the School Facilities Authority, the assistant superintendent for the office of facilities and operations shall serve as the acting executive director until a new executive director is appointed and the senate advises and consents to the new executive director's nomination.
Repeals the requirement for Board of Land and Natural Resources approval for lease extensions in the Hilo Community Economic District. Requires the Department of Land and Natural Resources to use the current tax assessed value when offering lease extensions to lessees. Requires all applications to the Department of Land and Natural Resources for an extension of fixed rental periods or lease terms to be made within 180 days and confirm lease extensions. Takes effect 7/1/2050. (SD1)
Requires state departments and agencies to transfer certain electronic devices to the Department of Accounting and General Services, which may refurbish and distribute these devices to eligible entities in the State or eligible private persons, as determined by rule.
