Creates a three-year pilot program within the Department of Transportation that requires procurement of professional services from construction management consultants using the competitive sealed bidding and competitive sealed proposals methods of procurement. Exempts emergency procurements. Requires annual reports to the Legislature.

Authorizes the Ocean Stewardship Special Fund to be used for planning, development, designing, or implementation of beach restoration projects, including the awarding of grants to nonprofit organizations for beach and nearshore environmental cleanup. Takes effect 7/1/2050. (SD1)
Requires the State Historic Preservation Division to contract its review of proposed state projects, projects on privately owned historic property, and projects affecting historic properties to third party consultants if the projects involve the development of affordable housing and the division, after an initial evaluation, determines it will not be able to complete its review within 60 days. Requires the pre-approval of the appropriate island burial council before contracting with the third party consultant. Establishes requirements for qualified third parties providing review services.
Prohibits commercial ocean use activity at Kaneohe Bay or within 1,000 feet of the bay without a permit from the Department of Land and Natural Resources. Expands commercial ocean use activities requiring a permit to include those involving kayaks, canoes, surfboards, sailboards, dive tours, and fishing tours. Takes effect 7/1/2050. (SD1)
Prohibits determinations of nonresponsibility, under the Hawaii Public Procurement Code, based solely on the failure to possess prior experience.
Authorizes the counties to establish and charge a monthly or annual fee on commercial and residential property owners with cesspools with exceptions. Requires the counties to establish a Cesspool Conversion Fund.
Prohibits discrimination in rental transactions based on participation in any government rental assistance program, including low-income housing assistance under the United States Housing Act of 1937, 42 U.S.C. § 1437f, as amended.
Provides a certification process for privately-owned and operated plant quarantine facilities.
Transfers functions regarding water quality, including water pollution, nonpoint source pollution management and control, drinking water standards, mandatory certification of public water system operates, and wastewater, from the Department of Health to the Commission on Water Resource Management. Increases membership on the Commission on Water Resource Management from five members to seven members. Replaces the Director of Health with the Chairperson of the Department of Hawaiian Homes Commission as an ex-officio voting member on the Commission on Water Resource Management.
Re-establishes a special action team on rental housing to issue reports on the affordable rental housing goals set forth in Act 127, Session Laws of Hawaii 2016. Appropriates funds. (SD1)
