Requires DOH to, consistent with federal law, adopt cost-effective and technologically feasible regulations to prohibit engine exhaust and evaporative emissions from new small off-road engines. Requires DOH to report to the legislature by December 31, 2023, with recommendations for funding for commercial rebates or similar incentive funding to support the transition to zero-emission small off-road equipment operations.

Requires the Department of Agriculture to establish a five-year food hub pilot program to increase access to local food. Provides for the award of grant funding to qualified applicants wishing to establish or expand a food hub. Requires reports to the Legislature. Makes an appropriation.
When identifying a replacement vehicle or cash settlement value, requires an insurer to take into consideration costs of shipping the vehicle and the insured's travel for pre-purchase inspection of the replacement vehicle, if not on the same island, and, if the insured vehicle is an electric vehicle, the remaining battery life and capacity of the vehicle's primary battery, known as the traction battery pack, which shall have equal or greater weight than mileage on the vehicle.
Exempts the proposed drilling, construction, or use of a well on lands leased from the Department of Agriculture from the requirements of the environmental impact statements law, provided that the land is being used to support agriculture and food production.
Establishes a working group to address the student enrollment, capacity, and expansion needs of Ke Kula ‘o ‘Ehunuikaimalino, and develop a plan to utilize funds previously appropriated by the Legislature. Makes an appropriation. (SD1)
Amends the state constitution to require the State to provide enough housing to meet demand subject to standards and criteria as provided by law.
Requires the Legislative Reference Bureau to conduct a study that identifies and analyzes alternative tourism governance systems. Requires the study to include a solicitation of input from certain stakeholder groups. Requires a final report to be submitted to the Legislature prior to the convening of the Regular Session of 2025. (SD1)
Authorizes, under certain circumstances, the School Facilities Authority Board to provide to the Governor a list of up to three candidates for the position of Executive Director of the School Facilities Authority. Requires the Governor to select a nominee for senate approval within sixty days of receiving the list of candidates. Provides that in the event of a vacancy, the Assistant Superintendent for the Office of Facilities and Operations shall serve as the Acting Executive Director of the School Facilities Authority until a new Executive Director is appointed and the Senate advises and consents. Provides for the term expiration of a holdover member of a board or commission at the end of the first regular legislative session following the expiration of the member's term. Provides that the provisions of section 26-34, HRS, shall prevail over other inconsistent laws. If a holdover member's term is set to expire and the Governor fails to nominate a successor, authorizes the President of the Senate to nominate a successor for that board or commission.
