RELATING TO TAXATION.

RELATING TO SPECIAL IMPROVEMENT DISTRICTS.

Expands the purpose and rationale for which counties may create special improvement districts to include environmental research, restoration, and maintenance; natural resource management; and natural hazard mitigation to improve environmental conditions and provide community benefits. Allows the counties to create special improvement districts for climate change and hazard mitigation. Takes effect 7/1/2050. (SD1)

RELATING TO CRIMINAL PROCEDURE.

Specifies under the Hawaii Rules of Evidence that a court may order that the testimony of witnesses be taken through a live two-way video connection in certain circumstances.

RELATING TO TELECOMMUNICATION.

Requires the Office of Enterprise Technology Services to establish a working group to conduct a study to identify state office buildings that can provide equitable telecommunication access to allow residents of the counties of Hawaii, Kauai, and Maui, and rural areas of the City and County of Honolulu, including residents with disabilities, to participate remotely in legislative hearings. Requires a report to the Legislature. Dissolves the working group on 6/30/2023. (SD1)

RELATING TO CHILD VISITATION.

Allows grandparents of a minor child to be awarded reasonable visitation rights when the child's parent is unable to exercise parental visitation. Sets forth procedures, considerations, and standards for the court to grant grandparent visiting rights. Specifies that a violation of the terms and conditions of the court order granting grandparent reasonable visiting rights is punishable as contempt of court. (SD1)

RELATING TO ENERGY TAX.

RELATING TO TECHNOLOGY ACCESS FOR INDIVIDUALS WITH DISABILITIES.

Requires the Disability and Communication Access Board to develop and publish accessibility standards for electronic information technology for individuals with disabilities by December 31, 2022. Requires each state entity to revise its existing procurement and development rules, policies, and procedures to incorporate the accessibility standards within six months of publication. Effective 12/31/2050. (SD1)
