Requires the Office of Primary Care and Rural Health to facilitate discussions with key community health and social service organizations within Hawaii county to address the health and wellness needs of the most vulnerable by aligning the goals and objectives of key organizations into a 2030 one shared health vision plan. Requires the Hawaii Green Infrastructure Authority to design and administer the Environmental and Economic Development Revolving Loan Program and the Property Assessed Financing Program. Establishes "Employment First"--defined as the competitive employment and full inclusion of persons with a disability in an integrated setting as a first and preferred option for employment services--as a policy of the State and counties. Requires state and county agencies to implement this policy in hiring practices and all programs and services administered or funded by the State or counties. Requires the Department of Human Services to apply Employment First principles to Medicaid home and community-based services programs. Effective 12/31/2050. (SD1).
Requires state agencies to consult with the Office of Planning and Sustainable Development and Hawaii Housing Finance and Development corporation on the formulation of development plans and requires that agencies formulate plans ensuring that fifty per cent of housing units in state agencies' development and redevelopment plans along the rail transit corridor be reserved for residents meeting certain requirements. Allows the Office of Planning and Sustainable Development to make exceptions to the affordable housing requirement. (SD1)
