RELATING TO EDUCATION.

Requires the department of education to establish and administer a career and technology program that will provide aviation and aviation mechanics education and training to high school students.

RELATING TO LITTER CONTROL.

Increases the cigarette excise tax imposed on each cigarette sold in the State and allocates the increase in tax revenues to a cigarette litter abatement special fund. Provides that the cigarette litter abatement special fund shall be used to cover the costs of collecting and removing cigarette litter and providing outreach and education to curb improper cigarette litter disposal. Appropriates funds.

RELATING TO THE PROTECTION OF SHARKS.

Establishes an offense of knowingly capturing, entangling, or killing a shark in state marine waters, and provides penalties and fines. Provides certain exemptions.

RELATING TO BLOOD DONATIONS.

Prohibits blood banks operating in the State from rejecting or deferring blood donors on the basis of sexual orientation, actual gender identity, or perceived gender identity.

RELATING TO REAL ESTATE INVESTMENT TRUSTS.

Requires real estate investment trusts to notify the department of taxation of its presence within the State and to report the assets and revenues generated annually. Imposes a daily monetary fine for noncompliance.

RELATING TO CLIMATE CHANGE.

Requires the Hawaii climate change mitigation and adaptation commission to prioritize nature-based solutions in its climate change mitigation and adaptation efforts and assess risk transfer market mechanisms that promote investments in nature to reduce the risks of climate change. Defines "nature-based solutions". Appropriates moneys.

RELATING TO PUBLIC ACCESS.

Provides that where public access is required as a condition of a subdivision, either the county must accept dedication of and maintain the access or identify an entity to own and maintain the access. Authorizes the county to require the subdivider to establish a stewardship fund for maintenance purposes. Takes effect 1/1/2022.

RELATING TO THE HAWAII INTERAGENCY COUNCIL FOR TRANSIT-ORIENTED DEVELOPMENT.

Amends the membership of the Hawaii Interagency Council for Transit-oriented Development to include the House of Representatives chairs of the committee on housing and committee on transportation and the Senate chairs of the committee on housing and committee on transportation.

PROPOSING AN AMENDMENT TO ARTICLE II, SECTION 1 OF THE HAWAII STATE CONSTITUTION TO ALLOW THE LEGISLATURE TO EXPAND THE RIGHT TO VOTE.

Proposes an amendment to Article II, Section 1, of the Hawaii State Constitution to allow the legislature to expand the right to vote in state and local elections to those who are fifteen years of age or older who pass a test of citizenship as prescribed by law for those less than eighteen years of age.
