RELATING TO OPIOIDS.

Requires providers authorized to prescribe opioids to discuss with patients certain risks associated with controlled substances that are opioids prior to issuing initial opioid prescriptions for the treatment of acute pain. Requires providers to include a note acknowledging the discussion of the risks associated with opioids in the patient's medical record.

RELATING TO TUITION WAIVERS.

Requires UH and the community colleges under certain circumstances to waive tuition for dependent children of service-connected one hundred per cent disability veterans and active or reserve members of the armed forces who were killed in action.

RELATING TO CESSPOOL CONVERSION.

Removes the limitation on specific types of wastewater systems to which cesspools must be upgraded or converted, and instead requires a cesspool to be upgraded or converted to a wastewater system approved by the department of health, prior to 1/1/2050.

RELATING TO PUBLIC NOTICE.

Establishes enhanced public notice requirements for change in land use by the department of Hawaiian home lands, department of land and natural resources, or the university of Hawaii and boundary changes by the land use commission. Requires approval of the project by the community through a referendum of nearby adult residents except for projects within the Mauna Kea science reserve, which require a referendum by all adult residents of the county in which the Mauna Kea science reserve is located. Appropriates funds.

RELATING TO CAMPAIGN SPENDING.

Requires at least one individual from each candidate and noncandidate committee to complete mandatory training on key campaign spending laws, reporting requirements, and deadlines at least once every election cycle.

RELATING TO AFFORDABLE HOUSING.

Requires at least one hundred thousand housing units be developed near the rail station nearest to the aloha stadium. Requires a minimum of eighty per cent of those housing units to be priced as affordable.

RELATING TO MEDICAL DEVICES.

Creates the Medical Device Right to Repair Act. Requires manufacturers of powered medical equipment to make parts, equipment, tools, and documentation available to independent repair providers and purchasers of such equipment. Requires manufacturers to provide tools to repair equipment that costs $100 or more. Creates a right of action for violation of the chapter enforceable by the Attorney General.

RELATING TO LAW ENFORCEMENT.

Amends the law enforcement officer independent review board to include review of any specific incident of alleged misconduct recommended by certain officials and make it a permanent board. Amends the membership of the law enforcement standards board. Amends the term for members of each board to four years.
