Requires and appropriates funds for the department of business, economic development, and tourism, in collaboration with the University of Hawaii West Oahu, to develop a master plan to build a studio complex on the campus of the University of Hawaii West Oahu to be used for film production and classes for the academy of creative media.
Specifies the purposes of a university district. Authorizes the University of Hawaii to adopt rules related to university districts.
