RELATING TO HOUSING.

Establishes within the Department of Human Services a Puuhonua Homeless Villages Pilot Program and requires DHS to identify lands for the pilot program. Waives applicable state and county permitting and approval fees. Exempts the State from claims arising out of the provision of housing or services to homeless persons. Provides immunity from civil liability to volunteers and state employees who provide housing or services to homeless persons. Appropriates funds.

RELATING TO HOUSING.

Authorizes the issuance of general obligation funds to be appropriated to the Dwelling Unit Revolving Fund to allow the Hawaii housing finance and development corporation to finance various housing development and infrastructure projects.

RELATING TO CONDOMINIUMS.

Requires condominium unit owners' associations to keep additional records and take further actions to make such records available for examination by unit owners and owners' authorized agents. Requires associations to make required documents, records, and information available to owners and owners' authorized agents on a protected internet site.

RELATING TO SPECIAL SHORELINE ENCROACHMENT EASEMENTS.

Authorizes the board of land and natural resources to provide qualified coastal landowners, who have privately owned structures situated on previously private land that has become submerged public land due to erosion and sea level rise, with short duration term easements at values determined by the board to enable these landowners to consider alternatives to ultimately relocate these private structures landward of the sea level rise exposure area. Applies retroactively to 07/01/2012.

RELATING TO HIGHER EDUCATION.

Requires and appropriates funds to the University of Hawai‘i at Hilo to, in collaboration with faculty, staff, and other partners, update and strengthen the plans for full development of Ka Haka ‘Ula O Ke‘elikolani.

RELATING TO CRIMINAL PROCEDURE.

Prohibits a defendant from motioning the court on the day of trial for a continuance unless a special circumstance exists in which the court shall consider the totality of the circumstances.

RELATING TO THE DEPARTMENT OF HEALTH.

Establishes a working group to examine and advise on amendments that can be made to the department of health's statutory powers, duties, functions, and responsibilities to include population-based approaches to public health and prevention that recognize the multiple factors beyond health care and the collaborative approach required to create health. Appropriates funds to support the activities of the working group.

RELATING TO INCOME TAX CREDIT.

Provides an income tax credit to a taxpayer who purchases or modifies a personal vehicle for use by a person with a disability. Applies to taxable years beginning after December 31, 2018.
