RELATING TO EDUCATION.

Defines, for the purpose of compulsory education, a private school to be an education institution that teaches kindergarten through grade twelve and that is licensed or accredited by specified licensing or accrediting organizations. Effective 7/1/2020. (CD1)

RELATING TO REAL ESTATE LICENSES.

Requires a high school education or its equivalent as a condition for new applicants to obtain a license as a real estate broker or real estate salesperson. Effective 7/1/2020. (CD1)

RELATING TO TRANSIENT ACCOMMODATIONS.

Requires hosting platforms that collect fees for booking services to register as tax collection agents and collect GET and TAT for transient accommodation bookings from operators and plan managers. Converts penalties for violation of TAT requirements from misdemeanor to civil fines. Specifies that "transient accommodations" includes accommodations subject to county regulations as such. RELATING TO TELECOMMUNICATIONS.

Caps annual utility rate increases without PUC approval for counties with a population of less than 500,000. Provides telecommunications service providers with flexibility from certain regulatory oversight requirements including issuance of securities and other evidences of indebtedness, and sales or disposition of property or equipment, if the utility is providing fully competitive retail services and specific conditions are met. Specifies other requirements related to flexibility for telecommunications service providers. (CD1)

RELATING TO AGRICULTURE.

Requires the Department of Agriculture, in cooperation with the Office of the Governor, to develop a strategic plan to double local food production and increase food exports by 2030. Requires the Department of Agriculture to submit the strategic plan to the Legislature. Appropriates funds. (CD1)

RELATING TO ELECTIONS.

Requires a mandatory recount of election votes and ballot measures when the margin of victory for election contests or tabulation for ballot measures is equal to or less than one hundred or one-quarter of one per cent of the votes cast, whichever is greater. (CD1)
