RELATING TO PUBLIC LIBRARIES.

Establishes a pilot program to generate revenue through the lease of public library lands to meet the mission of the public libraries. Establishes the library facilities fund. Requires the Board of Education to report to the Legislature. Appropriates funds for a comprehensive planning study. (CD2)

RELATING TO YOUTH SUICIDE PREVENTION.

Requires DOE to establish a mandatory youth suicide awareness and prevention training program and model risk referral protocol, based on existing materials created by DOH, for all public schools, including charter schools. Requires charter schools to provide the training program and risk referral protocol to all school personnel who work directly with students in department schools and charter schools, respectively. RELATING TO AGRICULTURAL LANDS.

Directs the Office of Planning, Land Use Commission, Real Estate Commission, and Honolulu Department of Planning and Permitting to study land subdivision and condominium property regime laws related to agricultural land and report findings and recommendations to the Legislature. Requires the counties to adopt supplemental rules on condominium property regimes, including those that involve agricultural lands. (CD1)

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY.

Makes the conversion of the means of financing for the Hawaii Community Development Authority staff from the Hawaii community development revolving fund to the general fund contingent upon the Hawaii Community Development Authority developing and submitting a plan to transfer its control of the Kakaako Community Development District to the City and County of Honolulu. RELATING TO THE PUBLIC UTILITIES COMMISSION.

Requires the Public Utilities Commission to consider the value of improving electric power systems data access and transparency in order to make informed decisions. Establishes guiding principles. (CD1)

RELATING TO TAX CREDITS.

Amends the research activity tax credit so that references to the base amount in section 41 of the Internal Revenue Code shall not apply, and credit for all qualified research expenses may be taken without regard to the amount of expenses for previous years. Transfers certification duties from the Department of Taxation to the Department of Business, Economic Development, and Tourism, which shall identify to the Legislature taxpayers who apply for the tax credit. Establishes an annual aggregate cap of $5,000,000. Extends the research activity tax credit through 2024. Repeals the research activity tax credit on 12/31/2024. (CD1)

RELATING TO ELECTRONIC PRESCRIPTION ACCOUNTABILITY SYSTEM.

Allows the DPS Narcotics Enforcement Division Administrator to disclose confidential information from the Electronic Prescription Accountability System to the U.S. Department of Defense health agency prescription monitoring program and authorized employees of the State DOH Alcohol and Drug Abuse Division and the Emergency Medical Services and Injury Prevention Systems Branch.
