Defines an "eligible utility-scale renewable energy project" for purposes of a renewable energy technologies income tax credit available to commercial solar energy systems. Clarifies the calculation of the renewable energy technologies income tax credit for commercial solar energy systems. Provides that the value of the renewable energy technologies income tax credit for eligible utility-scale renewable energy projects shall be based on the credit value and cap that are in effect as of 7/1/2020. Provides that an eligible utility-scale renewable energy project shall only be eligible if they have a power purchase agreement that is either approved by a decision or order by the Public Utilities Commission or has filed with, or is pending approval from, the Public Utilities Commission prior to 12/31/2019. Appropriates funds for operating expenses of the department of business, economic development, and tourism.
Authorizes the Hawaii state energy office to enter into contracts with certain non-profit organizations to create a plan and administer moneys in the energy security special fund. Requires the Hawaii State Energy Office, instead of the Department of Business, Economic Development, and Tourism, to submit a report regarding the energy security special fund. Increases the amount of funds deposited into the energy security special fund from the state environmental response, energy, and food security tax. (SD1)
Authorizes the Chief Energy Officer of the Hawaii State Energy Office to adopt rules to enforce minimum efficiency standards for certain products. Regulates the appliance efficiency standards for air purifiers and portable electric spas. (SD1)
Proposes an amendment to article X, section 6, of the Hawaii State Constitution to modify the appointment process for the Board of Regents of the University of Hawaii. Repeals the requirement that the Governor can only appoint from pools of candidates presented by the Candidate Advisory Council for the Board of Regents of the University of Hawaii.
Extends the sunset date of the University Laboratory School's student enrollment exemption from July 1, 2020, to July 1, 2022.
Adds two more members to the Stadium Authority that shall consist of a resident of Aiea or Halawa and a resident of Alii Plantation, Crosspointe, or Foster Village. (SD1)
Requires the Department of Accounting and General Services and Department of Budget and Finance, in consultation with the Office of Enterprise Technology Services, to develop and implement a uniform financial database, with parameters, benefits, and features that are compatible to the software system currently being implemented by the Office of Enterprise Technology Services at other agencies for use by all state agencies. Authorizes the issuance of general obligation bonds for the development and implementation of a uniform financial database. Effective 7/1/2050. (SD1)
Places the Pacific International Space Center for Exploration Systems within the Department of Business, Economic Development, and Tourism for administrative purposes. Amends the composition of the board of directors of the Pacific International Space Center for Exploration Systems. Creates six exempt positions (6.0 FTE) within the Pacific International Space Center for Exploration Systems. Transfers the rights, powers, functions, and duties of the employees of the Pacific International Space Center for Exploration Systems to the Department of Business, Economic Development, and Tourism. Appropriates funds. (SD1)
Authorizes a civil cause of action by a vulnerable adult for financial exploitation of a vulnerable adult. Allows attorney's fees and costs and punitive damages. Establishes degrees and classes of felonies for financial exploitation of an elderly person or disabled adult. Establishes a presumption of financial exploitation.
