Prohibits discrimination against any individual in selection, termination, terms or conditions of an internship or job training program because of the individual's race, sex including gender identity or expression, sexual orientation, age, religion, color, ancestry, disability, marital status, arrest and court record, or reproductive health decision. Provides that claims against the State exceeding the amounts that may be paid by the comptroller shall be paid by the department or agency that is found liable for the claim, as determined by the Attorney General. (SD1)
Beginning with the 2020-2021 fiscal year, reduces from 6.5% to 5.0% the portion of the total Department of Education operating budget that may be expended for the department's administrative expenditures.
