RELATING TO BEEKEEPING.

Clarifies the registration process for beekeepers with the Department of Agriculture and Biosecurity. Requires the Department of Agriculture and Biosecurity to provide guidance and support to registered beekeepers to help beekeepers adhere to certain industry standards and best management practices. Establishes a limitation on liability for any registered beekeeper who follows industry standards and best practices. Appropriates funds. Effective 7/1/2050. (SD1)

RELATING TO AGRICULTURE.

Requires the Department of Agriculture and Biosecurity to conduct a study of agricultural markets for Hawaii farmers. Requires a report to the Legislature. Appropriates funds for the one-year study of agricultural markets for Hawaii farmers. Appropriates funds to establish positions to collect agricultural data and conduct data analysis for public consumption. Effective 7/1/2050. (SD1)

RELATING TO HOME CARE AGENCIES.

Prohibits a home care agency or person with a financial interest in the home care agency from providing home care services to a client if the home care agency or person owns or leases the client's residence.

RELATING TO CONSUMER PROTECTION.

Requires operators of digital asset kiosks to have requisite licenses or registrations; make annual reports to the Department of Commerce and Consumer Affairs; limit transaction amounts for new consumers; provide disclosures, receipts, and customer service contact information to all consumers; and cooperate with the Department of Commerce and Consumer Affairs and applicable law enforcement agencies in the investigation of fraudulent transactions. Authorizes the Department of Commerce and Consumer Affairs to investigate and take enforcement actions against operators. Extends joint liability to businesses or establishments wherein digital asset kiosks are located that are determined to have processed a fraudulent transaction or a transaction for which an operator is found to be liable.

RELATING TO EMPLOYMENT PRACTICES.

Requires certain employers to provide unpaid and paid leave of absence for victims of workplace violence or threat of workplace violence. Expands the type of certification an employee may provide to an employer if the leave exceeds five days per calendar year.

PROPOSING AMENDMENTS TO ARTICLE VII, SECTIONS 12 AND 13, OF THE CONSTITUTION OF THE STATE OF HAWAII TO EXPRESSLY PROVIDE THAT THE LEGISLATURE MAY AUTHORIZE THE COUNTIES TO ISSUE TAX INCREMENT BONDS AND TO EXCLUDE TAX INCREMENT BONDS FROM DETERMINATIONS OF THE FUNDED DEBT OF THE COUNTIES.

Proposes amendments to the Constitution of the State of Hawaii to expressly provide that the Legislature may authorize, by general law, political subdivisions, such as counties, to issue tax increment bonds and to exclude tax increment bonds in calculating the debt limit of the political subdivisions.

RELATING TO TAX INCREMENT BONDS.

Conforms county debt limit statements law to permit counties to exclude tax increment bonds from the debt limit of the counties if a constitutional amendment authorizing the use of tax increment bonds and excluding tax increment bonds from determinations of the counties' funded debt is ratified.
