RELATING TO VEGETATION MANAGEMENT.

Appropriates funds to the Department of Transportation and Department of Land and Natural Resources for vegetation management projects to reduce the risks of wildfires across the State. Declares that the general fund expenditure ceiling is exceeded. (SD1)

RELATING TO PHOTO RED LIGHT IMAGING DETECTOR SYSTEMS.

Provides that any photo red light imaging detector system's clear and unobstructed recorded image of a motor vehicle license plate shall be prima facie evidence that the motor vehicle to which the license plate is attached is the motor vehicle for which the license plate was issued. Requires the State, the county, or the State's or county's third party contractor to implement a process to record the date on which the summons or citation was submitted to the post office, which shall be prima facie evidence of the date the summons or citation was submitted to the post office. RELATING TO HOMELESSNESS.

Authorizes the issuance of general obligation bonds to the Hawaiʻi Public Housing Authority for the development and construction of permanent supportive housing for certain vulnerable individuals. Requires the Hawaiʻi Housing Finance and Development Corporation to consider any available federal low-income housing tax credits needed for construction of permanent supportive housing units. (SD1)

RELATING TO WATER.

Establishes a WAI policy coordinator and other positions within the Department of Land and Natural Resources for coordination of Red Hill WAI initiatives. Creates the Red Hill Remediation Special Fund. Declares that the general fund expenditure ceiling is exceeded. Appropriates funds. Takes effect 7/1/2050. (SD1)

RELATING TO PERMITS.

Requires the Department of Land and Natural Resources to approve or deny an application related to aquaculture within 90 days from the date that it was submitted. Establishes two full-time equivalent (2.0 FTE) positions within the Division of Aquatic Resources to support the permit review process. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation. (SD1)

RELATING TO THE MORTGAGE LOAN RECOVERY FUND.

Authorizes consumers aggrieved by the conduct of a mortgage loan originator licensee to recover from the Mortgage Loan Recovery Fund. Allows for excess moneys in the Mortgage Loan Recovery Fund to be used for certain training and educational purposes. Increases to $150,000 the restitution available to consumers from the Mortgage Loan Recovery Fund. (SD1)

RELATING TO THE LABELING OF PRODUCTS.

Merges the Made in Hawaiʻi with Aloha branding program with the Hawaiʻi Made program under the Department of Business, Economic Development, and Tourism. Specifies that the Department of the Attorney General shall be responsible for enforcement of the program. Repeals the Made in Hawaiʻi with Aloha program. Clarifies that calculations to determine whether a non-perishable good labeled "Hawaiʻi Made" or "made in Hawaiʻi" has met the requirement that at least 51% of the wholesale value of the product is added by production within the State include operating and overhead expenses incurred and spent within the State. Appropriates funds.

RELATING TO AGRICULTURAL TOURISM.

Makes state agricultural tourism requirements applicable to all counties, instead of only counties that have adopted an agricultural tourism ordinance. Requires Land Use Commission to adopt rules that establish requirements applicable to all farms implementing agricultural tourism.

RELATING TO THE DEPARTMENT OF TRANSPORTATION.

Requires the Department of Transportation to identify an emergency egress route other than Komo Mai Drive from Pacific Palisades or, if no other route can be found, determine the feasibility of constructing an alternate emergency egress route. Requires a report to the Legislature. Takes effect 1/1/2050. (SD1)

RELATING TO WATER CATCHMENT.

Creates a refundable water catchment income tax credit for a homeowner who installs, places in service, or maintains a water catchment system meeting certain requirements on residential property in the State owned by the taxpayer. Applies to taxable years after 12/31/2024. Takes effect 12/31/2050. (SD1)
