RELATING TO AGRICULTURE.

Requires the Department of Agriculture to establish a two-year agricultural crime pilot project to examine the effectiveness of prosecuting agricultural crimes, including agricultural theft and agricultural vandalism, in the City and County of Honolulu and County of Kauai. Appropriates funds.

RELATING TO CRISIS INTERVENTION.

Establishes an Expanded Crisis Intervention and Diversion Activities Program within the Department of Health to expand existing activities to divert those with mental health issues to appropriate health care services. Defines "crisis intervention officer". Authorizes a person believed to be imminently dangerous to self or others by a law enforcement officer to be transported to a facility designated by the Director of Health. Declares that the general fund expenditure ceiling is exceeded. Makes appropriations for the Expanded Crisis Intervention and Diversion Activities Program and certification of law enforcement officers in mental health first aid and crisis intervention team model. RELATING TO VEGETATION MANAGEMENT.

Makes appropriations to the Department of Land and Natural Resources and Department of Transportation for vegetation management projects to reduce the risks of wildfires across the State. Declares that the general fund expenditure ceiling is exceeded. Takes effect 7/1/2050. (SD1)

RELATING TO WATER METERING.

Requires the Chairperson of the Board of Agriculture or their designee to annually notify all irrigation users by mail and conduct in-person visits on procedures to remove unused irrigation system water meters and stop acreage assessments. By an unspecified date, requires the Board of Agriculture to amend its administrative rules to require the Department of Agriculture to: maintain an active record of land occupiers within the boundaries of an irrigation district that have not applied for water service or water service connections as prospective consumers and have not drawn water without authorization; immediately discontinue service to a land occupier for non-use if there are no water toll charges for a period of more than two years; maintain records of all weir, water meter, and water flow measuring instrument readings taken; make individualized reading records available to land occupiers upon request; provide written notice to land occupiers whenever a weir, water meter, or water flow measuring instrument is removed by the Department for any reason and to cease any associated water toll charges and acreage assessments; establish a formal process for certain land occupiers to contest erroneous water toll charges and acreage assessments; and establish a formal process for land occupiers with outstanding water toll charges and acreage assessments to enter into a reasonable payment plan with the Department. RELATING TO THE POLOLU VALLEY MANAGEMENT EFFORTS ON HAWAII ISLAND.

Appropriates funds for Pololu Valley management, including for the Division of Forestry and Wildlife of the Department of Land and Natural Resources to develop the trailhead; develop the infrastructure necessary to accommodate parking; install appropriate informational, historical, and educational signage; design and construct restroom facilities; and positions to manage the trailhead and site. Declares that the general fund expenditure ceiling is exceeded. Takes effect 7/1/2050. (SD1)

RELATING TO VESSELS.

Beginning 1/1/2025, requires rental kayaks to be registered and numbered with the Department of Land and Natural Resources and have the identification number affixed to the rental kayak. Requires the Department to establish fees for registration and registration renewal of rental kayaks.

RELATING TO THE INTERISLAND TRANSPORT OF HYDROGEN.

Authorizes the Public Utilities Commission to establish a discounted rate by tariff for water carriers that engage in the interisland transport of hydrogen produced from renewable sources. (SD1)
