Requires coffee blend labels to disclose geographic and regional origins and per cent by weight of the blended coffees. Prohibits using geographic origins of coffee in labeling or advertising for roasted or instant coffee that contains less than a designated percentage of coffee by weight from that geographic origin, phased in to a minimum of fifty-one per cent by 1/1/2025. Prohibits use of the term "All Hawaiian" in labeling or advertising for roasted or instant coffee not produced entirely from green coffee beans grown and processed in Hawaii.

Establishes a nonrefundable small business hiring tax credit for the taxable year beginning on or after 1/1/2022 and before 1/1/2023, that may be applied against the net income tax liability of qualified small business employers in an amount equal to $1,000 for each net increase in the number of qualified employees not to exceed a total of $25,000 for any qualified small business employer and a total of $100,000,000 for the State. Requires the qualified small business employer to apply for a tentative credit tax reservation amount to receive the tax credit. Requires the Department of Taxation to allocate the tax credit on a first-come, first-served basis. Requires the Department of Taxation to report to the Legislature. Applies to taxable years beginning after 12/31/2021. Repeals 12/31/2027.
Authorizes electronically-stored driver's licenses and identification cards to be stored and presented through an approved electronic identification storage service.
Replaces the statutory requirement to include representatives of the pineapple and sugar industries on the Advisory Committee on Pesticides with requirements to include a representative of the Hawaii Farmers Union United and a public health professional on the Advisory Committee on Pesticides. Specifies that the member representing the University of Hawaii College of Tropical Agriculture and Human Resources be an integrated pest management specialist.
Requires the Department of Education to provide to the Legislature and publish on the department's website an annual summary of the Federal Impact Aid owed and paid by the United States Department of Defense.
Requires each house of the State Legislature to establish procedures that enable the Legislature to live broadcast all legislative committee hearings via the Internet; enable the public to present oral testimony remotely at legislative committee hearings by use of interactive conference technology; and enable the Legislature to electronically record legislative committee hearings and make the recordings accessible to the public. Defines interactive conference technology.
Specifies the conditions under which law enforcement officers may deploy electric guns when acting within the course of employment. Requires law enforcement agencies to establish policies and provide training relevant to compliance with the conditions.
Beginning with the 2023-2024 school year, requires the Department of Education to include the teaching of financial literacy in the personal transition plan requirement for each student.
Enhances farmer equity by ensuring inclusion of socially disadvantaged farmers and ranchers in the development, implementation, and enforcement of food and agriculture laws, rule, policies, and programs. Requires an annual report to the legislature.
Requires the school facilities authority to adopt and publish administrative rules necessary to implement Act 72, Session Laws of Hawaii 2020, as amended by Act 217, Session Laws of Hawaii 2021, by July 1, 2022. Requires the office of the governor to provide a report to the legislature regarding the process by which the school facilities authority purchases real property and executes capital improvement project contracts.
