Establishes the Hawaii Cannabis Authority within the Department of Health to adopt rules to regulate responsible, adult-use of cannabis in the State. Establishes that possession of cannabis by an adult in the amount of four ounces or less without a prescription shall be lawful and requires all convictions for such acts be expunged. Transfers the powers and duties of the Department of Health under state law governing medical cannabis dispensary system, including powers and duties over medical marijuana dispensary operations, licensing, testing, and administration, to the Hawaii cannabis authority. Establishes that noise generated by helicopters in excess of a certain decibel level constitutes a public nuisance and a source of noise pollution in violation of the State's noise pollution law. Establishes fines and a private right of action for individuals to sue helicopter owners and operators for committing a public nuisance. Establishes exceptions. Effective 7/1/2050. (SD1)
Appropriates funds to the University of Hawaii Pamantasan Council for three full-time equivalent academic and support services specialist positions.
Requires a landowner in possession of 10,000 or more acres to be liable for damages and fines arising from runoff originating on the land and entering into state waters or onto state lands. Requires the Department of Health to adopt rules as necessary for the purposes of this provision.
Prohibits the Department of Health from issuing permits for commercial burning of green waste products in residential areas or within one thousand feet of a residential property.

Establishes a Business Activity Water Catchment System Working Group within the Department of Health to assess the feasibility of allowing business owners in the State to utilize filtered water collected by water catchment systems for business activities. Requires the Business Activity Water Catchment System Working Group to report its findings and recommendations to the Legislature before the Regular Session of 2025 and dissolve on June 30, 2025. Prohibits the possession of firearms on school property and school buses and at school-sponsored functions. Exempts certain law enforcement officers and instructors and participants of certain educational or training programs. Establishes that violators are guilty of a class B felony. Requires children enrolled in school who are in violation to be excluded from school attendance for not less than one year. Defines school, school bus, school property, and school-sponsored function.
Requires the Department of Land and Natural Resources to create a strategic plan for maintenance dredging of important port and harbor locations and report the plan to the Legislature. Requires the Department of Land and Natural Resources to complete a minimum of two projects identified in the strategic plan. Appropriates funds. Effective 7/1/2050. (SD1)
Reduces the number of members on the Hawaii Tourism Authority Board of Directors and number of members that constitute a quorum. Prohibits holdover board members of the Hawaii Tourism Authority from holding office beyond the commencement of the next legislative session following the expiration of the member's term of office.
