RELATING TO THE UNIVERSITY OF HAWAII.

Exempts certain University of Hawaii contracts involving research and training from the Hawaii Public Procurement Code and requires the Board of Regents to develop internal policies and procedures for those procurements. Repeals the requirement that the Board of Regents develop internal policies and procedures for the procurement of construction. Authorizes the University of Hawaii President to delegate procurement authority for research and training to the University's Vice President for Research and Innovation. Requires the Board of Regents to submit reports to the Legislature. (SD2)

RELATING TO THE UNIVERSITY OF HAWAII.

Designates the Vice President for Budget and Finance and Chief Financial Officer of the University of Hawaii as the Chief Procurement Officer for the University and appropriates funds for the transition. Appropriates general obligation bond funds to University of Hawaii, Systemwide Support (UOH900) to renew, improve, and modernize facilities. Effective 7/1/2050. (SD2)

RELATING TO THE RESEARCH CORPORATION OF THE UNIVERSITY OF HAWAII.

Clarifies the purpose of the Research Corporation of the University of Hawaii and that its undertakings shall be limited to acts that are reasonably necessary to carry out its purpose. Repeals the requirement that the University of Hawaii contract with the Research Corporation when the University determines that other various agencies cannot more effectively or efficiently accomplish certain research and training activities. Grandfathers existing Research Corporation contracts and requires new contracts be subject to new limitations. Limits the scope of the special account the Research Corporation is authorized to establish. Requires revolving accounts to follow University of Hawaii Administrative Procedure 12.204. Limits internal service orders and revolving accounts of the Research Corporation that use University intramural funds to certain projects and requires biannual reports to the Legislature. Effective 7/1/2050. (SD2)

RELATING TO EMERGENCY POWERS.

Prohibits the Governor or a Mayor from suspending requests for public records or vital statistics during a declared state of emergency. Allows for a reasonable delay in an agency's response to a request as a result of extenuating circumstances.

RELATING TO GOVERNMENT ACCOUNTABILITY.

Requires any report of a study or an audit enacted with a legislative appropriation or adopted by concurrent resolution to be submitted to the President of the Senate, Speaker of the House of Representatives, the chairs of the appropriate subject matter committee of each house, and the Legislative Reference Bureau library. Requires a public hearing or informational briefing within 1 year of receipt of the report, except under certain circumstances. Requires a public hearing or informational briefing within 1 year of the publication of the performance audit reports. Exempts financial and other regularly occurring audits. Requires state departments and agencies to submit a report to the Legislature containing certain information regarding new, funded state programs within 1 year of the date on which the program's enabling Act became law. Effective 7/1/2112. (SD2)

RELATING TO CAREGIVERS.

Requires the Executive Office on Aging to establish a workforce development and support center. Appropriates funds for the center's establishment. Effective 12/31/2050. (SD1)
