Repeals the University of Hawaiʻi Board of Regents Candidate Advisory Council. Authorizes the Governor to directly appoint members to the University of Hawaiʻi Board of Regents. Effective upon ratification of a constitutional amendment.

Prohibits the Governor or a Mayor from suspending requests for public records or vital statistics during a declared state of emergency. Allows for a reasonable delay in an agency's response to a request as a result of extenuating circumstances.
Prohibits a retailer from selling or offering for sale combustion engine-powered mopeds beginning January 1, 2025.
Establishes the photo noise violation monitoring system law. Establishes the Photo Noise Violation Monitoring System Program to enforce the State Community Noise Code, implemented by the State on any state or county highways within the respective county. Allows the State to establish and implement a photo noise violation monitoring system imposing monetary liability on the registered owner of a motor vehicle for failure to comply with the State Community Noise Code. Establishes fines. Establishes the Photo Noise Violation Monitoring System Program Special Fund. Requires annual reports to the Legislature. Prohibits the use, ownership, and sale of excessively loud vehicles. Increases maximum fines. Appropriates funds.
Allows the Department of Education to create temporary positions under certain conditions. Amends the requirement that the Department of Education report the creation of temporary positions to the Department of Budget and Finance by requiring that the report also be sent to the Legislature.
Establishes a Business Activity Water Catchment System Working Group within the Department of Health to assess the feasibility of allowing business owners in the State to utilize filtered water collected by water catchment systems for business activities. Requires the Business Activity Water Catchment System Working Group to report its findings and recommendations to the Legislature before the Regular Session of 2025 and dissolve on June 30, 2025. Establishes under the Hawaiʻi Children's Trust Fund Coalition a collective impact program called the Malama ‘Ohana Program to seek, design, and recommend transformative changes to the State's existing child welfare system. Requires the Malama ‘Ohana Program to report to the legislature before the Regular Session of 2025. Appropriates funds.
Establishes a 5-year pilot program within the Department of Health to eradicate feral chickens in the State. Requires the Department of Agriculture to submit a special local need registration to the United States Environmental Protection Agency. Makes an appropriation.
Appropriates funds for the Department of Health to control the State's feral chicken population. Requires the establishment of a complaint hotline that may be used to report nuisances and health hazards caused by the presence of feral chickens and to request removal of the feral chickens.
Provides an emergency appropriation to the Department of Education to address the anticipated budget shortfall in utilities and school food services.
