Extends the offense of false labeling of Hawai‘i-grown coffee to include roasted coffee. Imposes a mandatory $10,000 fine for each separate offense of false labeling of Hawai‘i-grown coffee. Appropriates funds for one full-time equivalent (1.0 FTE) enforcement position. Effective 6/30/3000. (HD2)

Requires the department of health to adopt rules by 6/30/2026 for amplified sound on public and private property where decibel weighted levels exceed current standards for zoning districts and residential properties where noise is excessive during certain times.
Establishes the Hawaiʻi Cannabis Authority within the Department of Health to adopt rules to regulate responsible, adult-use of cannabis in the State. Establishes that possession of cannabis by an adult in the amount of four ounces or less without a prescription shall be lawful and requires all convictions for such acts be expunged. Transfers the powers and duties of the Department of Health under state law governing medical cannabis dispensary system, including powers and duties over medical marijuana dispensary operations, licensing, testing, and administration, to the Hawaiʻi cannabis authority. Establishes that charging shipping and delivery charges that exceed the actual cost charged to the seller to ship or deliver a consumer commodity or consumer package to a consumer in Hawaiʻi constitutes an unfair and deceptive practice. Effective 7/1/2050. (SD1)
Allows the department of agriculture to extend the agricultural park lease of any lessee who holds a lease with a remaining term of 15 years or less; provided that the land covered by the lease is 25 acres or less, located in a county with a population of less than 500,000, and in active agricultural production.

Lengthens the time period in which certain vehicles must have a safety inspection.
Requires the Department of Health to post on its website separate reports for various visits, violations, plans, and confirmations the Department performs or issues of certain care facilities. Establishes deadlines for each report type. Requires the Department of Health to log all reports in a database designed for easy public posting. Requires all facilities inspected by the Department of Health to maintain certain records and notify the Executive Office on Aging, Office of the Long-Term Care Ombudsman, and appropriate county offices on aging of initial inspection visit dates.
Authorizes the Department of Land and Natural Resources to adopt rules to prevent and respond to the introduction of aquatic nuisance species from discharges incidental to the normal operation of a vessel and reflect the relationship between the federal Vessel Incidental Discharge Act of 2018, as amended, and state law.
Establishes that noise generated by helicopters in excess of a certain decibel level constitutes a public nuisance and a source of noise pollution in violation of the State's noise pollution law. Establishes fines and a private right of action for individuals to sue helicopter owners and operators for committing a public nuisance. Establishes exceptions. Effective 7/1/2050. (SD1)
