Establishes the cesspool compliance grant program for low and moderate income cesspool owners to mitigate the costs of upgrading to septic or other advanced treatment systems or connecting to sewers. Provides funds for grants by requiring the director of health to propose cesspool operating fees by rule by June 30, 2020. Authorizes the department to order cesspools to be upgraded, converted, or connected to sewerage systems by July 1, 2028, in specific areas that are needed for protecting public health and the environment. Requires the director to establish a program on nonpoint source pollution and cesspool outreach and assistance. Appropriates funds.
Requires franchisees to disclose their non-participation in advertising campaigns of the franchisor in which discounts or promotions are offered. Prohibit franchisors from limiting or restricting the disclosures.
Prohibits the establishment of a condominium property regime without obtaining subdivision approval by the county in which the property is located.
Amends the requirements for child passenger restraints and increases the fines for repeat convictions.
Requires the Department of Education to establish and maintain a priority list of schools in need of classroom cooling. Allows schools on the priority list to apply for grants to fund energy-efficient classroom cooling projects.
Authorizes the counties to adopt ordinances to legalize cannabis cultivation, possession, sale, transfer, and use for persons over the age of twenty-one. Clarifies that penal code provisions pertaining to drug and intoxicating compounds offenses do not apply to counties that have adopted ordinances legalizing cannabis and adopted administrative rules to regulate cannabis.
Requires the court to expunge a domestic abuse temporary restraining order or petition for a domestic abuse temporary restraining order from the respondent's record when the temporary restraining order was sought fraudulently or for the purpose of retaliation or harassment.
Requires the state building codes to incorporate the International Green Construction Code. Sets specific targets for the recycling, reuse, donation, and resale of non-hazardous construction waste.
