RELATING TO ELECTIONS.

Provides that the submission of a voter registration application either to register to vote or update the voter's registration information constitutes a request for permanent absentee voter status unless the applicant specifically indicates the applicant does not wish to be a permanent absentee voter.

RELATING TO SPECIALTY CONTRACTORS.

Requires the contractors license board to adopt rules to define "incidental and supplemental to the performance of work" to limit the percentage of work under a single contract in an incidental craft or trade in which a specialty contractor may engage without a license.

RELATING TO ENVIRONMENTAL PROTECTION.

After 6/30/2019, prohibits application of neonicotinoid insecticides, including planting any seeds coated with neonicotinoid insecticide, without a permit.

RELATING TO RAT LUNGWORM DISEASE.

Appropriates funds to the University of Hawaii at Hilo for programs, studies, and activities related to the prevention and eradication of rat lungworm disease.

RELATING TO THE OFFICE OF INFORMATION PRACTICES.

Requires the office of information practices to resolve all public complaints about noncompliance with chapter 92F and part I of chapter 92 within six months from the date the office of information practices receives the complaint.

RELATING TO INCOME TAX CREDIT.

Provides an income tax credit for qualified taxpayers, with incomes of not more than eighty per cent of the area median income, for qualified costs of an automatic fire sprinkler system installed and placed into any apartment or condominium built before 1975.

RELATING TO SUNSCREEN PRODUCTS.

Bans knowingly selling in the State sunscreen products containing oxybenzone or octinoxate, except for medically-licensed prescriptions. Takes effect on 1/1/2019.

RELATING TO NUISANCES.

Requires the department of health to examine into all feral bird and pigeon nuisance complaints and requires the department to order the owner to abate, destroy, remove, or prevent the nuisance and clean the filth resulting from a feral bird or pigeon nuisance. Defines "feral bird or pigeon nuisance".
