Establishes the research and development program in the Hawaii technology development corporation to help Hawaii-based small businesses optimize research and development performed in Hawaii. Establishes the research and development special fund. Appropriates funds for the purposes of the research and development program. (CD1)
Allows social clubs granted federal tax-exempt status to sell wine from the social club's inventory to club members for off-premises consumption. Waives certain requirements for the issuance of class 10 special licenses. Enables class 10 special licensees to auction off liquor in sealed or covered containers or services that provide liquor. Establishes an Industrial Hemp Special Fund within the Department of Agriculture to deposit fees and expend funds necessary for the Industrial Hemp Pilot Program. (CD1)

Establishes requirements for licensure by endorsement for physicians, surgeons, and osteopathic physicians beginning on 12/31/2018. Appropriates moneys. (CD1)
Allows advanced practice registered nurses, pharmacists, and physicians to receive income tax credits for acting as preceptors in volunteer-based supervised clinical training rotations provided to eligible students that enable the students to obtain an eligible healthcare professional degree or certificate. Applies to taxable years beginning after 12/31/2018. (CD1)
Beginning 1/1/2019, requires all users of restricted use pesticides to be subject to a requirement to report on their use of restricted use pesticides to the Department of Agriculture (DOA). Prohibits the use of a restricted use pesticide on or within 100 feet of a school during normal school hours beginning on 1/1/2019. Prohibits the use of pesticides containing chlorpyrifos as an active ingredient beginning 1/1/2019; provided that the DOA shall grant any person, upon request, a temporary permit allowing the use of pesticides containing chlorpyrifos through 12/31/2022. Provides for the deposit into the pesticide use revolving fund of all penalties and fines collected under the Hawaii Pesticides Law. Revises the ceiling and use of the pesticide use revolving fund. Requires the DOA to develop a pesticide drift monitoring study no later 7/1/2019. Appropriates general funds for the pesticide drift monitoring study, establishment of two full-time equivalent positions, and outreach and education. (CD1)
Eliminates the requirement that the applicant for a liquor license or renewal of a license, or in the case of transfer of a liquor license, both the transferor and the transferee, produce either a tax clearance certificate from the Internal Revenue Service or proof of entering into an installment plan agreement with the Internal Revenue Service. (CD1)
