RELATING TO THE BOARD OF EDUCATION.

Requires the board of education to hold no less than six community meetings each year; provided that at least one meeting shall be held in each county. Requires the board of education to allow public testimony on items not on a public meeting agenda if certain requirements are met. Repeals the public testimony requirement on June 30, 2024. Requires the board of education to report to the legislature.

RELATING TO THE RESIDENTIAL LANDLORD-TENANT CODE.

Allows a landlord or landlord's agent to charge an application screening fee as part of the applicant screening process for renting residential property. Limits the amount that may be charged for an application screening fee. Requires the landlord or landlord's agent to return any unauthorized fee amounts to the applicant.

RELATING TO THE COMPOSITION OF THE STATE COUNCIL ON MENTAL HEALTH.

Requires the State Council on Mental Health to comprise at least 3 members with demonstrated knowledge of or work experience involving Native Hawaiian concepts of well-being, culturally grounded mental health methodologies, or traditional healing or health practices.

RELATING TO EDUCATION.

Requires each public or private school to have staff trained in the administration of epinephrine. Requires signs at schools stating the symptoms of anaphylaxis and the proper method for administering epinephrine. Appropriates funds.

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Authorizes forfeiture of certain ERS benefits, pursuant to court order, for state or county employees and designated beneficiaries who are convicted of an employment-related felony.

RELATING TO AUTOMATIC RESTRAINING ORDERS.

Clarifies that property may be disposed of if required for expenses for reasonable living accommodations. Allows disposal of real property if the disposal was pending prior to the filing for an annulment, divorce, or separation, with the proceeds of the disposal to be held in escrow until entry of the annulment, divorce, or separation decree.

RELATING TO EDUCATION.

Permits individual department of education schools and career pathways, academies, or programs operated within a department of education school, to engage in commercial enterprises, including the sale of goods produced by or for an individual school, career pathway, academy, or program. (CD1)

RELATING TO EMERGENCY RESCUE DEVICES.

Amends Hawaii's Good Samaritan Law to provide civil liability exemption for persons who in good faith, without remuneration or expectation of remuneration, attempt to rescue a person with a rescue tube and for owners and operators of any premises, property, or facility that is adjacent to navigable waters, where rescue tubes are located. (CD1)
