Amends ballot requirements to display candidates for the board of trustees, office of Hawaiian affairs, by residency and non-residency requirements and to randomize the order of candidate names within those groupings.
Amends the definition of an autocycle to include a three wheeled motor vehicle that has a handlebar and seat belts. Prohibits operators of a motorcycle, including an autocycle, from carrying any package, bundle, or other article if it prevents the operator from keeping both hands on the handlebars or steering wheel.
Removes operating and maintaining capital improvement and repair and maintenance programs for department and school facilities from the express responsibilities of the department of education.
Requires the legislature to follow fundamental principles of the sunshine law, including: requiring a majority vote to suspend legislative rules; requiring proposed amendments on a measure to be germane to the text to be amended; and requiring all floor votes to be printed on the order of the day before consideration. Specifies that correspondence received by the legislature or any of its committees on a measure is testimony on the measure and subject to disclosure as a public record. (SD1)
Requires the department of human services to implement an earned income disregard program as an intermediate step to implementing a medicaid buy-in program. Requires reports to the legislature. Takes effect upon approval by the Centers for Medicare and Medicaid Services.
Codifies certain developmental disabilities under the Department of Health.
Establishes the felony offense of persistent nonsupport in the first degree when a person knowingly and persistently fails to provide support to a child, spouse, or other dependent to whom the person has a legal obligation of support for five years or longer, or is $30,000 or more in arrears. (SD1)
Establishes a task force within the University of Hawai‘i to assess the advisability and feasibility of transitioning Hilo medical center into a John A. Burns school of medicine teaching hospital and requires a report to be submitted to the legislature. Dissolves the task force on June 30, 2020.
Requires the executive office on aging to coordinate with the University of Hawaii center on aging to implement an active aging initiative. Establishes an active aging advisory committee. Appropriates funds.
