Amends the definition of "lot", "houselot", "residential lot", and "residential houselot" in section 516-1, HRS, by deleting the requirement that such parcels be zoned for residential use.

Requires the Department of Education to include source of project funding and amount of legislative appropriations used for some other purpose and the justification for such use in the information posted on the Department's website relating to school repair and maintenance projects.
Clarifies that the school-level minor repairs and maintenance special fund shall be used only to fund minor repairs and maintenance.
Beginning with the 2019-2021 fiscal year, reduces the percentage from 6.5 per cent to 5.0 per cent of the total department of education's operating budget that can be expended for the department's administrative expenditures. Increases the per cent of appropriations for the total budget of the department that principals can expend from seventy per cent to seventy-five per cent.
Appropriates funds for the Hawaii Zero to Three Court. (SD1)
Requires the board of regents of the University of Hawaii to waive the nonresident tuition and fee differential for veterans of the United States Navy who served on an active ship or ship decommissioned after 2000 that is named after a person, place, or word associated with Hawaii.
Requires the department of education to report the creation of any temporary positions to the legislature at least twenty days prior to the convening of each regular session.
Requires registration of transient vacation rentals with the director of commerce and consumer affairs prior to operating or doing business in the State. Permits certain nonconforming uses of transient vacation rentals. Establishes penalties for noncompliance with registration requirements and allocates associated fines to the compliance resolution fund. Authorizes the counties to impose additional regulations. Creates searchable database. Registration requirements effective January 1, 2020.
Requires the Auditor to conduct a management and program audit of the Department of Education's policies relating to bullying and cyberbullying, especially as they apply to students who are members of certain minority groups.
Requires that of the four seats on the OHA board of trustees without an island residency requirement, two shall require residency in an urban district and two shall require residency in a rural district. Requires one urban district candidate and one rural district candidate to be elected in any election cycle. Limits voting for board of trustees seats with a residency requirement to voters who have residency on the same island or in the same district. Changes the term of the member who receives the lowest number of votes in the 2022 general election to serve a term of two years and a term of four years after the general election of 2024. Takes effect upon approval; provided that part I shall take effect on January 1, 2024. (SD1)
