RELATING TO FIREARMS.

Clarifies that failure to register a firearm within the required time period does not relieve the owner of the duty to register the firearm. Allows the owner of an unregistered firearm to register the firearm thereafter without penalty. (SD1)

RELATING TO HEALTH.

Appropriates funds to establish one full-time equivalent position in the executive office on aging to coordinate the provision of public and private Alzheimer's disease and related dementia services and update the state plan on Alzheimer's disease and related dementias. (SD1)

RELATING TO THE BOARD OF EDUCATION.

Requires that the Board of Education hold at least two community meetings each year in each county to receive public input on public education and public library issues. Removes restriction on community meetings to allow the meetings to be held for the purpose of formulating educational policy. Exempts community meetings from certain requirements. Requires the Board of Education to video record community meetings and make video recordings available. (SD1)

RELATING TO COMMUNITY MEETINGS.

Exempts members of a county council from the limitation on the number of members that may attend an informational meeting or presentation on matters relating to official board business, including a meeting of another entity, legislative hearing, convention, seminar, or community meeting. Clarifies that such meetings shall be meetings that are open to the public for purposes of permitted interactions. Takes effect on 7/1/2050. (SD1)

RELATING TO AHUPUA‘A ‘O KAHANA STATE PARK.

Appropriates moneys to the Hawaii Housing Finance and Development Corporation for low-interest home construction and home improvement loans to holders of Ahupua‘a ‘O Kahana State Park residential leases. Lapses funds appropriated to the general fund on June 30, 2023. Effective 7/1/2050. (SD1)

RELATING TO STATE AGENCIES.

Prohibits any state agency, including departments, offices, boards, agencies, authorities, instrumentalities, public corporations, other governmental organizations, and political subdivisions, from creating any corporate entity without the approval of the legislature. Requires any corporate entity created by a state agency to provide a detailed accounting the legislature, attorney general, and auditor upon request. Allows appropriations to a state agency to be withheld if a corporate entity within the state agency fails to provide a timely accounting upon request. Provides an exemption for the employees' retirement system. Effective 7/1/2050. (SD1)

RELATING TO HIKING TRAILS.

Appropriates funds for the department of land and natural resources to devise an appropriate plan to create a hiking trail from Malaekahana state park, along the coast, to Turtle Bay Resort passing makai of the James Campbell National Wildlife Refuge and continuing from Kawela Bay along the coast of Waialee to Sunset Beach. Takes effect 12/31/2050. (SD1)

RELATING TO SPECIES CONSERVATION.

Authorizes the issuance of general obligation bonds and appropriate funds for the construction of an invertebrate and plant propagation facility and baseyard improvements on Oahu, a predator proof fence on Oahu, and a predator proof fence on Maui.
