Proposes amendments to the Constitution of the State of Hawaii relating to the appointment and retention of justices and judges. Authorizes the senate to approve or reject subsequent terms of office for supreme court justices. Changes the required time frames from 30 to 90 days for the process to appoint and consent to a justice or judge. Harmonizes the senate consent procedures for district court judgeship nominees to mirror the senate consent procedures relating to supreme court justices and intermediate court of appeals and circuit court judges.

Requires a fair market appraisal to be performed prior to any sale, lease, or exchange of any public land to a governmental agency without public auction.
Proposes an amendment to the Hawaii State Constitution to allow a recount of votes cast in an election be conducted in a manner to be provided by law.
Requires the Department of Education to establish a Bullying Prevention and Response Action Plan. Requires the Board of Education or Department of Education to submit an annual report to the Legislature on the Action Plan and reported incidents of alleged bullying and harassment.
Establishes a pilot project to generate revenue through the lease of University of Hawaii land for public purposes. Requires that the parcels of land be located within a county-designated transit-oriented zone, a one-half mile radius of public transit stations, or a one-half mile radius of any rail transit extension beyond the rail transit route approved as of January 1, 2017. Authorizes moneys in the University of Hawaii real property and facilities use revolving fund to be used for new construction and upgrade of university facilities. Requires the university to report to the legislature. Appropriates funds.
Requires the Lieutenant Governor to administer and facilitate a Hawaii state capitol tour program. Appropriates funds.
Clarifies that property may be disposed of if required for expenses for reasonable living accommodations. Allows disposal of real property if the disposal was pending prior to the filing for an annulment, divorce, or separation, with the proceeds of the disposal to be held in escrow until entry of the annulment, divorce, or separation decree.
Establishes unspecified time limits in which the Director of Human Services (DHS) can recover Medicaid overpayments made to providers and DHS can recover public assistance overpayments made to recipients, under certain circumstances.
Legalizes the personal use, possession, and sale of cannabis in a specified quantity. Authorizes medical cannabis dispensaries to sell non-medical cannabis for personal use beginning February 1, 2021. Subjects transactions for non-medical cannabis to excise taxes and income taxes.
