Authorizes the department of the attorney general to develop and implement a state program to allow active and retired law enforcement officers to carry a concealed firearm in Hawaii pursuant to the federal Law Enforcement Officers Safety Act of 2004. Makes a conforming amendment to state firearm laws.
Enacts voting by mail uniformly statewide for all elections commencing with the 2020 primary. Establishes a limited number of voter service centers that would remain open from the tenth business day preceding an election through the day of the election to receive personal delivery of mail-in ballots, accommodate voters with special needs, and provide other election services. Allows for additional places of deposit for personal delivery of mail-in ballots. Appropriates funds for the implementation and administration of the election by mail program. Requires the office of elections to submit a report to the legislature prior to the convening of each regular session from 2020 through 2025, regarding the implementation of a vote by mail system.
Appropriates funds for professional development and classroom resources related to the college, career and civic life framework for social studies state standards. Establishes one full-time resource teacher position and appropriates funds for the position for public school civic education.
Limits the term of certain public land leases, including any extensions, to no more that thirty-five years.
Beginning with the 2020-2021 school year, requires all public, private, and charter schools in the State to establish a program within the health education curriculum for students grades nine through twelve to provide instruction in cardiopulmonary resuscitation. Specifies instruction requirements. Waives liability for instruction under certain circumstances.
Authorizes the issuance of general obligation bonds and appropriates moneys for capital improvement projects to install, repair, and maintain air conditioning systems in the Nanakuli-Waianae complex area.
Authorizes a court to order the forfeiture of Employees' Retirement System benefits of an ERS member, former member, or retirant upon conviction of the individual for a felony related to the State or county employment of the individual. Authorizes designated beneficiaries to receive ERS benefits upon the death of the ERS member, former member, or retirant convicted of the felony.
Requires two hours of annual in-service training in suicide prevention for all teachers, principals, and school counselors.
Requires that the Department of Land and Natural Resources in consultation with the Department of Human Services, post signs in parks and beaches from Kalaeloa to Makaha displaying telephone numbers and hotline numbers of county and state agencies that assist homeless individuals.
