Allows for the regulation of sports wagering by the Department of Business, Economic Development, and Tourism. Establishes licensing requirements for sports wagering operators and sports wagering suppliers. Specifies that sports wagering shall not be considered games of chance or gambling. Requires each public or public charter school to have staff trained in the administration of, and authorized to administer, epinephrine. Requires signs to be displayed in school buildings stating the symptoms of anaphylaxis and the proper method for administering epinephrine. Appropriates moneys.

Prohibits the licensing of an adult residential care home, expanded adult residential care home, or developmental disabilities domiciliary home that is financed, managed, operated, supervised, directed, or owned in whole or in part by a person convicted of a gambling offense.

Expands mandatory health insurance coverage for low-dose mammography for occult breast cancer to include any supplemental imaging deemed medically necessary for a patient of any age having an above-average risk for breast cancer as determined by the use of a risk-factor modeling tool. On or before 1/1/2026, expands mandatory health insurance coverage to include additional supplemental imaging for any patient, regardless of age, as deemed medically necessary by the patient's primary care provider. Specifies that the macadamia nut labeling requirements apply if the applicable products are produced in whole or in part from Hawaii-grown and Hawaii-processed macadamia nuts. Effective 1/2/2026.

Authorizes the Department of Education to award a high school diploma to qualified persons who did not receive a high school diploma as a result of compulsory or voluntary induction into the armed services of the United States or whose high school education was interrupted due to wartime practices during World War II, the Korean War, or the Vietnam War.
