Defines "low alcohol by volume spirits beverage". Establishes a tax on low alcohol by volume spirits beverages at a rate of $0.85 per wine gallon. Effective 7/1/2050. (SD1)
Requires all health care providers who accept Medicare to provide a cognitive assessment as part of the Medicare Part B annual wellness visit for Medicare beneficiaries sixty-five years of age or older, with certain exceptions. Requires health care providers to submit certain information to the Executive Office on Aging and the Executive Office on Aging to report de-identified aggregated data to the Legislature on an annual basis. Appropriates funds. Effective 1/1/2026.
Beginning with the 2026-2027 school year, requires the Department of Education to include the teaching of financial literacy in kindergarten through grade twelve. Requires students in grades nine through twelve to complete a one-half credit in financial literacy before graduation. Requires the Board of Education to provide professional development to teachers who are teaching financial literacy courses.
Specifies that the penalty for sex trafficking shall be payment of a fine of no less than $50,000 but no more than $100,000, and a definite term of imprisonment of up to 20 years without the possibility of a suspended sentence, probation, or parole. Provides that consent to sexual conduct is not a defense. Defines "sexual conduct". Provides that a minor who reports that the minor is a victim of sex trafficking shall not be subject to criminal liability.
Requires at least fifty per cent of treatment works effluent to be R-1 recycled water by January 1, 2045. Requires each county to report to the Department of Health by 1/1/2027 on the feasibility of recycling treatment works effluent that meets certain standards. Effective 7/1/3000. (HD1)
Requires each purchasing agency to provide justification for hiring external consultants. Caps the amount each agency can spend on external consultants. Requires each agency to seek approval from the Legislature for consulting contracts exceeding a certain dollar amount. Requires each agency to disclose new contracts with external consultants. Requires annual reports to the Legislature. Requires the Compliance Audit Unit to conduct regular audits of agency consultant contracts to assess cost-effectiveness and compliance. Requires each chief procurement officer to ensure that inherent government functions are not delegated to a contractor. Effective 1/1/2491. (SD2)
Amends the Uniform Information Practices Act to require each contract to perform a government function to expressly require the contractor to retain records in accordance with the retention schedule of the agency and provide the agency with access to all records subject to the Uniform Information Practices Act; define "government function" and "trade secret"; clarify that "government record" includes information that is created, received, maintained, or used by a private person in performance of a government function contract; and prohibit agencies from denying a request for access to records of a contractor used in the performance of a government function on the basis of trade secret or other proprietary information. Transfers the State Foundation on Culture and the Arts and the King Kamehameha Celebration Commission from the Department of Accounting and General Services to the Department of Business, Economic Development, and Tourism. Transfers the authority held by the Comptroller over the Works of Art Special Fund to the Director of Business, Economic Development, and Tourism. Establishes the Performing Arts Grants Program to support performing arts in the State. Clarifies the scope of the State Foundation on Culture and the Arts' responsibilities to include the coordination, planning, promotion, marketing, and execution of performing arts events. Amends the authority for funds from the works of art special fund to be used only for costs related to the acquisition of works of art and the planning, design, construction of works of art and related appurtenances. Requires reports to the legislature. Appropriates funds. Effective 7/1/2050. (SD1)
Offers rights and protections to citizens who bring civil nuisance abatement suits related to illegal gambling. Imposes a mandatory fine of $5,000 for violating nuisance abatement laws related to gambling offenses.
Beginning 7/1/2027, requires app store providers to determine the age category for each of their users in the State and verify their age; provide a mechanism for parents to block minors from downloading unsuitable apps; and obtain parental consent before allowing a minor to use their app store or download and purchase apps. Requires certain app store providers to provide parents with a mechanism to set filters and usage limits for minors. Requires certain app store providers to display age ratings and content description for each app available in their app store. Establishes age verification and parental consent requirements for certain app developers. Establishes violations as unfair or deceptive act or practice. Requires the Department of Commerce and Consumer Affairs to adopt rules no later than 7/1/2026.
