PROPOSING AN AMENDMENT TO THE HAWAII STATE CONSTITUTION ESTABLISHING THE RIGHT TO OWN ONE'S OWN DATA.

Proposes to amend the Hawaii State Constitution by establishing the right of each person to own and have an exclusive property right in the data they generate on the Internet.

RELATING TO VOTING.

Requires the Office of Elections to include a notice to voters that a digital and print voter information guide is available. Requires the notice to be in thirty-two-point font and enclosed as a separate insert with each ballot. Requires the Office of Elections to maintain a notice on its website providing certain information about the voter information guide. Requires the Office of Elections to make the digital voter information guide available to the public no later than twenty-one days before the primary election and no later than fifty days before the general election. Establishes a standard for covered educational entities and certain health facilities when interacting with federal immigration authorities regarding civil immigration violations.

RELATING TO MARRIAGE OF MINORS.

Raises the minimum age requirement to enter into marriage from sixteen to eighteen years of age. Removes the parental consent and written approval by the family court requirements for a minor to marry. Removes spousal cohabitation after the parties attain legal age as an exception for an annulment based on nonage. Makes conforming amendments.

RELATING TO TREATMENT FOR MENTAL ILLNESS.

Establishes a pilot program in the Department of Health to provide intensive mobile treatment-type services, e.g., "street psychiatry", to chronically houseless adult individuals suffering from serious brain disorders like schizophrenia and schizoaffective disorder. Requires reports to the Legislature. Appropriates funds.

RELATING TO COMMUTING.

Requires the Director of Human Resources Development, in consultation with the Hawaii Climate Change Mitigation and Adaptation Commission, State Energy Office, and Department of Accounting and General Services, to develop and implement a comprehensive Commuting Choice Benefit Program for all state employees regardless of mode of transportation. RELATING TO REGULATION OF LICENSED OCCUPATIONS.

Requires professional licensees to report any legal claim, action, or administrative complaint to state licensing boards and requires the boards to review the reported complaint. Requires the Professional and Vocational Licensing Division of the Department of Commerce and Consumer Affairs to review its procedures and report to the Legislature.
