RELATING TO RECREATIONAL FACILITIES.

Requires all playgrounds located in state and county parks and on public school grounds to include special needs recreational playground equipment as part of the recreational apparatuses by 6/30/2027, including at a minimum a wheelchair accessible swing set. Establishes the Special Needs Recreational Playground Equipment Special Fund. Appropriates funds.

RELATING TO CLIMATE CHANGE.

Establishes the Climate Change Adaptation Cost Recovery Program within the Office of Planning and Sustainable Development to secure compensatory payments from historically responsible parties that contributed to pollution, based on a standard of strict liability to provide a source of revenue for climate change adaptive infrastructure projects within the State. Establishes the Climate Change Adaptation Special Fund.

RELATING TO HEALTH.

Requires the University of Hawaii John A. Burns School of Medicine to construct, establish, and operate a disease and environmental toxins testing laboratory to test samples submitted by the public for diseases; water, air, and soil quality; and complex testing. RELATING TO WILDLIFE CONSERVATION.

Prohibits the feeding of feral non-native animals on state land within one-half mile of the ocean or a stream. Requires the Department of Land and Natural Resources to enforce certain penalties for violations. RELATING TO DRIVING UNDER THE INFLUENCE.
