Requires that an emergency permit for the construction, maintenance, or improvement of shoreline hardening structures be valid for up to three years and may not be renewed or extended. Establishes penalties for persons who build, improve, or maintain a shoreline hardening structure without a valid permit. Requires the Division of Conservation and Resources Enforcement to administer and enforce the penalties.

Requires the department of transportation to create a development plan to widen shoulders on state highways with designated bike lanes to at least three feet in width, with exceptions.

Prohibits discrimination, including in advertisements for available real property, based on participation in a housing assistance program or requirements related to participation in housing assistance programs, in real estate transactions and requirements. (SD1)

Requires the department of health to post on its website, an easily understandable, searchable, and sortable list of all state-licensed care facilities with information on their licenses and inspections. Requires that the list be updated within five days of any change in its information.

Reduces the maximum fee a check casher may charge under a payday loan agreement for deferring the deposit of a check from fifteen per cent to seven per cent of the face value of the check.

Makes unlawful the sale of flavored products for electronic smoking devices, mislabeling of e-liquid products containing nicotine, and sale of tobacco products other than through retail sales via in-person exchange. Establishes penalties. Includes e-liquid and electronic smoking devices in the definition of "tobacco products" for purposes of the cigarette tax and tobacco tax law. Increases the license fee for wholesalers and dealers of tobacco products and retail tobacco permit fee. Requires retailers to pay an additional excise tax on the retail price of electronic smoking devices on and after 7/1/2021. Directs a certain percentage of moneys received from the cigarette tax and tobacco tax to the Hawaii tobacco prevention and control trust fund to establish and fund a comprehensive youth tobacco cessation program. Requires a person under twenty-one years of age who unlawfully purchases or possesses tobacco products, including electronic smoking devices, to complete a tobacco education or use cessation program or perform community service for a first offense. Repeals the electronic smoking device retailer registration unit. Repeals provisions relating to delivery of sales under the cigarette tax and tobacco tax law.

Establishes the offense of unauthorized attachment of an object to a fence, gate, wall, or other structure, which is committed when a person knowingly attaches an object to a fence, gate, wall, or other structure or barrier without the owner's permission.

Establishes a Hawaii hope card program within the department of the attorney general to issue cards verifying a person's long-term protective order. Appropriates funds in an unspecified amount. Effective 5/1/2029. (SD1)

Amends the State Constitution to require the Reapportionment Commission to establish a reapportionment plan to draw district lines for the total number of members of the board of trustees of the office of Hawaiian affairs. (SD1)

Authorizes licensed physician assistants and advanced practice registered nurses to perform certain abortions.
