RELATING TO ELECTRIC VEHICLES.

Establishes an annual luxury pollution registration fee for nonelectric vehicles over $60,000 beginning 12/31/21. Requires the fees to be deposited in the state highway fund and support the electric vehicle charging system rebate program. Expands the rebate program to include low-income residents of the state. Takes effect 1/1/2050. (SD1)

RELATING TO TAXATION.

Eliminates the home mortgage interest deduction for second homes under Hawaii income tax law. Requires the amount of state revenue gained by eliminating the deduction to be deposited into the rental housing revolving fund.

RELATING TO THE LANDLORD-TENANT CODE.

Prohibits landlords from recovering possession of a dwelling unit from tenants if habitability of the premises is significantly impaired. Sets a tenant's liability for rent if habitability of the premises is significantly impaired. Provides remedies for retaliatory evictions.

RELATING TO A STATE STOCKPILE STORAGE FACILITY.

Requires the Department of Defense, in coordination with the Hawaii Emergency Management Agency, Department of Health, and the Hawaii Technology Development Corporation, to identify and propose an appropriate location for the construction of a state stockpile storage facility to stockpile emergency supplies necessary for responding to natural disasters and pandemics. Appropriates moneys.

RELATING TO TOBACCO TAXES.

Increases the cigarette and tobacco tax on cigarettes and little cigars at an unspecified rate beginning July 1, 2021. Allocates excise tax revenue generated from the increased rate to various unspecified state funds and the general fund. Effective 7/1/50. (SD1)

RELATING TO PRESCRIPTION DRUGS.

Requires drug manufacturers to notify prescription drug benefit plans and pharmacy benefit managers if a proposed increase in the wholesale price of certain drugs would result in a sixteen per cent or more price increase over a twoyear period. Requires the drug manufacturer to identify and report to the insurance commissioner information on certain drugs whose wholesale acquisition cost increases by a certain amount during a specified time frame.
